The project proposal provides for the introduction of energy efficiency measures in the building of the Municipal Administration — Kyustendil. The building is located on the square. Velbuzhd No 1 and was built in 1894. The building is an architectural monument of National Importance, with a total area of 4506 sq.m. Based on the conclusions of the technical passport, the condition of the building currently does not meet the requirements of Art.169 ZUT with regard to energy efficiency, safe operation, noise protection and environmental protection. Compared to other municipal buildings, the above-mentioned site has an extremely high need for renovation and potential for energy savings. Therefore, the project proposal includes measures foreseen in the energy efficiency audit, the energy performance certificate and the technical audit of a building, which will achieve at least class C of the building’s energy consumption. Better performance of the building within the scope of intervention will significantly reduce the operational costs of the building and contribute to the extension of its life cycle. The project aims at implementing the following thematic objectives under the General Regulation 1303/2013: Thematic objective 4 ‘Supporting the shift towards a low-carbon economy in all sectors’. The interventions under the project proposal will contribute to the achievement of the indicative national energy saving targets for 2020 in accordance with the National Energy Efficiency Action Plan 2014-2020. The support aims to adequately address the problems related to increased migration to major and medium-sized cities, better quality of life and services offered and modernisation of the public infrastructure in the town of Kyustendil, as well as to stimulate urban-rural connections. Energy renovation activities will prolong the life of the building, reduce maintenance costs and help reduce greenhouse gases.
