The project proposal covers the municipalities of Kyustendil, Nevestino and Treklyano, which are included in the RSW “RILA ECO”, waste management region Dupnitsa. It aims to reduce the amount of mixed waste for landfilling by pre-treatment, as well as to ensure separate collection and recycling of municipal, biodegradable and green waste. To this end, the design and construction of a pre-treatment plant for mixed collected municipal waste with a capacity of 15 500 t/year, as well as separate collection and recovery of green and/or biodegradable waste, through the design and construction of a composting plant with a capacity of 3 000 tonnes/year. The installations will be located on a site in Gladni Rid, village of Radilovtsi, municipality. Kyustendil, PI-000132, ECATTE 61457, area 24.08 decares. The pretreatment plant will serve 52 702 inhabitants of the municipalities of Kyustendil, Nevestino and Treklyano. It is intended to apply the method of manual sorting and aerobic stabilisation of the organic fraction and to have a pretreatment module (separation and stabilisation). The composting plant will serve 52 158 inhabitants of the municipalities of Kyustendil and Nevestino. It will apply the method of composting with open pens under the shed and is an open composting plant with mechanical stirring to aerate composted materials and an automated system for stirring and aeration of compost. As a result of the implementation of the project, the three municipalities will fulfil their obligations regarding the organisation of the management of municipal waste — including their collection and pre-treatment to reduce the volume of landfills. In turn, this will contribute to achieving the objectives of PO 2 “Waste” of the OPE to provide additional recycling capacities and reduce the amount of waste landfilled.
