The project proposal (PP) provides for a complete reconstruction of a building — Youth House Lovech, the last main site of the Investment Programme for the implementation of the IHLG. The PP includes eligible measures and activities under PO1, the IP Social Infrastructure, the Cultural Infrastructure Group and will be implemented through a combination of financial instruments and grants. Youth House Lovech is located in the eastern part of the square. “T. Kirkov” in “Varosha” IR and is a transition to the residential part of the neighborhood. The building consists of two bodies and a courtyard, private municipal property and falls within the scope of the Varosha IR, declared by the Council of Ministers for a museum and tourist reserve. Building activities include changes in the distribution of all floors, separation of several functional areas, implementation of energy efficiency measures and provision of accessible environment. The zones are as follows: a zone allocated to the Regional Museum of History — Lovech; storage area City Art Gallery — Lovech and area municipal complex for indoor play. There will also be a multifunctional area for STEAM, including school groups and families, laboratory activities and art activities. In the Investment project (IP) there is a coffee shop. The investment project envisages a change of the façade solution with maximum preservation of the existing stone lining and new wooden plating on eceras and openings envisaged for closure with the idea of adaptation to the environment of the Varosha AID. The IP includes measures aimed at improving the access of people with disabilities to the building, in accordance with the requirements of Regulation No 4 of 1 July 2009 on the design, execution and maintenance of construction works in accordance with the requirements for accessible environment for the population, including persons with disabilities.
