The project proposal “Care for Everyone” provides for the establishment of a Center for hourly provision of services for social inclusion in the town of Lukovit with staff, including a multidisciplinary team — socioconsultant/pedagogist, psychologist, health assistant with medical education, domestic assistants and personal assistants. The Centre builds on the Social Activities Unit of “Help in the Home” and will be located in a wing of a building-municipal property. There is an ongoing renovation of the premises for heating with separate boilers and their furnishing with furniture suitable for elderly people with disabilities. Rooms for social and psychological counselling and health area for manipulation and rehabilitation exercises will be set up. The Centre will provide a complex of innovative services for social inclusion in the community and in a home environment — supporting and integrated cross-sectoral services. Access to services will be provided to at least 78 users — people with disabilities and their families and people over 65, with restrictions or inability to self-service, including from March 2016 for users of the New Alternatives scheme. Rules/methodology for the Centre’s activities will be developed to ensure quality of services and a multidisciplinary approach. The staff of the Centre will undergo induction or support training and throughout the project will be provided psychological support, counselling and supervision to prevent professional burnouts. Social assessments will be prepared for all users and will result in a complex of cross-sectoral services to be provided, including “home assistant”, “personal assistant”, health assistant, for social inclusion, motivational and psychological support. The services will be provided both in the centre and in the home environment — mobile services. The project will be managed by a team of municipal officials who will monitor and control the activities and maintain technical and financial documentation and accountability.
