This project contains investment measures for the technical rehabilitation of a municipal landfill for solid municipal waste, located 1.7 km north of the town of Pavlikeni, operated over 45 years. The size and boundaries of the terrain were determined by the PHIPC Commission, surveying was carried out. The area of the landfill is 42 873 square meters. The DBO has no lower insulating screen and equipment for compacting the landfilled waste; biogas management is not carried out; there is no system in place to collect and remove surface water and leachate. The waste discharges are of a domestic nature, heterogeneous, unsorted and self-sorted, and at places the decay processes are quite advanced, which creates a strong characteristic, unpleasant smell and poses an immediate danger to the atmosphere and the health of the population. The landfill does not comply with the requirements of Regulation No 6 on the conditions and requirements for the construction and operation of landfills and other facilities and installations for the recovery and disposal of waste and therefore its operation was discontinued by Order No 428/19.07.2016 of the Director of RIOSV — V.Tarnovo. As a result of the main activity of the project, the technical recultivation of the DBD of the Municipality of Pavlikeni will be completed, which does not meet the regulatory requirements subject to proceedings for infringement of EU law in connection with the judgment of the Court of Justice of the European Union of 16 July 2015 in Case C-145/14. The total recultivated area will be 42 873 sq.m. The biological recultivation includes a complex of forestry, agrochemical, meliorative and visual activities (graining of the ground). There is a system of vegetation care for 3 years, a monitoring and control plan has been drawn up, drawn up in accordance with Ordinance 6 of 27 August 2013. The project will also implement activities for construction and copyright supervision, organisation and management, as well as information and communication measures.
