SOCIAL INCLUSION THROUGH EARLY CHILDHOOD DEVELOPMENT SERVICES IN RUSE MUNICIPALITY

The project proposal creates conditions for investments in early childhood development by supporting the integrated services for children up to 7 years of age from vulnerable groups, including children with disabilities and their families, as well as future parents, created under the Social Inclusion Project (funded with Loan 7612BG by the IBRD in the period 2008-2015). The implementation of this project will contribute to the sustainable development of activities that have achieved concrete results for the formation of parental skills in a community of vulnerable social groups, improvement of the health status and family environment for children at risk, preparation for equal school start and prevention of social exclusion. The project contains the mandatory combination of activities specified for the Municipality of Ruse in the Guidelines for each specific beneficiary. They form complex care for children up to 7 years of age from vulnerable groups, their families and future parents through pedagogical and psychological support, health care and prevention, family counseling and early intervention of disabilities. The services are defined by a methodology for their provision, a mechanism for involving stakeholders, a publicity plan, management and internal monitoring is described. The capacity under the Social Inclusion Project is a basis for the implementation of the project activities. It is envisaged that the services will be provided by the consultants selected according to procedure and criteria, who have undergone induction, upgraded training and have achieved concrete results in dealing with users. Built trust, communication models, inclusion and methods of individual and group work are strategic elements for the sustainability of the services created. The project proposal respects the principles of equal opportunities, gender equality and sustainable development. The implementation of the project will contribute to the implementation of the National Strategy for Poverty Reduction and Promotion of Social Inclusion.
