The present project proposal provides for the implementation of measures that contribute to achieving a higher level of energy efficiency and reducing the energy consumption of the buildings of the Patilancho Comprehensive kindergarten and the Municipal Centre for Out-of-school Activities in the town of Tutrakan. One of the problems in educational infrastructure is low energy efficiency. Energy renovation activities will prolong the life of buildings, reduce maintenance costs and stimulate people to stay in the municipality. The measures will also have an additional effect as they will ensure the cost-effective operation of municipal buildings, allowing them to sustainably continue their management and maintenance, with a view to providing better and additional services to the population and thus contributing to a reduction in the pace of migration to larger cities. Improving energy efficiency has an important additional effect — new jobs will be created in particular in local businesses in the construction sector. The proposed measures will contribute to preserving the traditional functions of the city-backbone centre in providing educational services not only to the urban population but also to the population of the surrounding peripheral areas. Investment in energy efficiency measures in these buildings, in addition to the energy saving effect, will serve as an example of good practice at local level and will encourage the implementation of similar measures financed from both the national budget and other sources.
