This project proposal provides for the implementation of measures that contribute to achieving a higher level of energy efficiency and reducing the energy consumption of the building of the Fire Safety and Population Protection Office in Tutrakan.The project proposal corresponds to thematic objective 4 — “Supporting the shift towards a low-carbon economy in all sectors” under Regulation 1303/2013. The activities under the project proposal will contribute to the achievement of the indicative national energy saving targets for 2020 under the National Energy Efficiency Action Plan 2014-2020. The planned activities will lead to an improvement in the energy efficiency of the building of the RSPBZN-Tutrakan, which will directly contribute to reducing final energy consumption and indirectly reducing greenhouse gas emissions in small towns — backbone centres of the polycentric system, according to the NCPR. The proposed measures will contribute to preserving the traditional functions of small towns — backbone centres, related to the provision of public services not only for their population, but also for the population of the surrounding peripheral areas. Investments in energy efficiency measures in public buildings, in addition to energy saving effects, will serve as an example of good practice at local level and will encourage the implementation of similar measures financed from both the national budget and other sources.
