PROFESSIONAL SUPPORT FOR INTEGRATED PROGRAMMES FOR CHILDREN EFOP-1.4.1-15

In the 2007-2013 programming period, a priority project entitled “Professional-methodological foundation for the national extension of the TÁMOP-5.2.1 Children’s Possibility” programme and accompanying the programme was operated, which is the TÁMOP 5.2.3-09/1. Integrated local programmes to reduce child poverty, and TÁMOP-5.2.3-A-11. and TÁMOP-5.2.3-A-12/1. Integrated regional programmes to increase the chances of catching up for children and their families carried out professional — methodological support for 23 of the most disadvantaged micro-regions. Using the experience of the project completed on 30 November 2015, the priority project EFOP 1.4.1-15 Professional Support for Integrated Regional Children’s Programmes has been launched and is tasked with the EFOP 1.4.2. Integrated regional programmes for children, and EFOP-1.4.3 Good place — Support for children’s homes and complex child programmes in small settlements — professional — methodological support. The supporting activities of this project are implemented as an integral continuation of the predecessor project by extending the target area to 31 districts (4 convergence regions). The long-term goal of the Kids’ Endowment programmes is to increase the life chances of disadvantaged children, to bring them closer to the acceptable average, and to break the poor process of the generational transmission of child poverty, taking into account the best interests of the children, in line with the National Strategy for Children Better for Children, and the National Social Inclusion Strategy I. II, which is planned for 10 years. It is in the common interest of children and society that all children’s chances of development, school and labour market careers and civic participation are available in all areas (geographical and professional), especially to provide very high-quality services for marginalised children and their families. In areas where families with disadvantaged children live in a significant number, the present project plans to alleviate and compensate for service shortages directly by supporting the daily and long-term work of local professionals. In this context, it pays particular attention to attitudes and awareness-raising through various new and proven practices. Encourages the strengthening of methods of community development and the dissemination of strategic thinking when planning and implementing territorial, practice-oriented work. The targeted expansion of the knowledge and knowledge base of the direct target group, and the strengthening of assistive skills, is specifically carried out in the context of mentoring in order to accept, assist and improve the effectiveness of the disadvantaged (indirect) target group. The acceptance of the values of children’s programmes is marked by the ethos of a number of mandatory documents (the tone of the application itself, its commitment, the orientation of its activities; Child Rescue Strategy, Action Plan). The process of assisting these documents (also) provides an opportunity for a new type of education of attitude-forming and empowerment. The planning of regional children’s programmes is a strategic task for the implementation of this priority application, as well as the continuous professional-methodological support work over the duration of more than five years — providing a safety net for solving local problems. This project pays particular attention to promoting genuine cross-sectoral cooperation. The generation of cross-sectoral and inter-professional cooperation, along with other objectives, helps to implement a reform that strengthens prevention in the field of social and child welfare. A well-defined part of the professional-method support work of the priority project is the establishment of the existing 112 BKGYH and the new — presumably 50 children’s houses — probably 50 children’s houses resulting from the upcoming EFOP 1.4.3 project, as well as the creation of community service spaces for small settlements with lack of service, which are also implemented from this EFOP tender, and the accompanying and mentoring of their activities until the end of the term. The professional background of these specific activities is provided by experts employed in the priority project, as well as other activities generated by district projects. In view of the interrelated problems in the areas of the children’s program, the solutions also require complex treatment. Accordingly, the background and knowledge of the experts have a variety of specialisations. This is ensured by consortium operation. The above objectives of the priority project are implemented in different forms and methods (workshops, workshops, dedicated events, organisation development, etc.).
