The project EFOP-1.5.3-16, to be submitted in the context of the application scheme for areas benefiting from a regional approach, is entitled ‘Commune of the People of the People’. The project described in this grant application will take the form of a consortium: In addition to the Municipality of Nagyatád as the main applicant, the Municipality of Beleg, the Municipality of Bolhás, the Municipality of Görgeteg, the Municipality of Trifa Municipality, the Municipality of Lábod, the Municipality of Ötvöskónyi Municipality, the Municipality of Segesd Municipality, the Municipality of Somogyszob and the Social Services Centre of Rinyament participate in it. The coordination of the joint work of these partners is ensured by the Consortium Cooperation Agreement. The main activity structure of this project focuses on four areas, taking into account the needs of the situation analysis based on the experience of the Community planning process and the desk analysis of available statistical data, local development strategies and in particular local equal opportunities programmes: developing human public services in the region, promoting employment, improving quality of life and promoting community and health. It can be seen that the project sets as its core objective a complex and integrated approach to regional human resources development. Based on the extensive research, analysis and experience of the community planning carried out, we can say that there is a great need for various human public services in the field of the project. The improvement of supply requires the involvement of additional professionals compared to the current situation, the encouragement of the current ones and the training of new ones. The problem in the municipalities of the consortium partnership is the unemployment rate of disadvantaged groups and low-skilled people more affected. Measures to improve the ability to work should therefore be continued to ensure the quality of the labour base of existing and new employers to be created in the region. Improving the quality of life of the population in the field of the project can be achieved by supporting the role of small local communities in society. The improvement of the quality of life in the field of the project, the improvement of the retention capacity of the countryside, and the prevention of population migration are a priority for the purpose of the convergence and development of the consortia settlements. Against this background, the main objective of this project is to improve access to quality human public services, in line with the call, in order to catch up society and reduce territorial disparities. The overall objective consists of a number of sub-targets defined as technically justified priorities, namely: • Improving the accessibility and quality of human public services in Nagyatád and its region • Enhancing the employability potential of locally disadvantaged workers • Strengthening the social organisation role of small local communities • Improving the health awareness of the local population • Promoting rural retention capacity and related dissemination • Facilitating dialogue between cultures • Strengthening local, municipal and regional identity These objectives and the activities related to them are closely linked to those set out in EU and domestic strategy papers and to the objectives of EFOP Priority 1, in particular by implementing planned measures to improve the situation of equal opportunities target groups. These objectives can be achieved by the activities undertaken in the attached Local Human Resource Development Plan. The activities described in the underlying document aim to develop the region’s human capacity in a complex manner. Based on the concept of the project, communities are organised at three levels within the framework of the programme. The basic goal of existing or emerging micro communities is to create small communities that support the individual in developing and maintaining social relationships in his daily life. Mezo communities at municipal level can play a role in the development of local identity. The programmes and activities organised at this level are based on a population needs assessment and are designed to meet local service needs (municipal programmes). Regional community development at macro-level is an important cornerstone of the rural and preserving element of the region (regional programmes). Cooperation at regional level, networking, can contribute to addressing territorial disparities and the principle of subsidiarity. Human public services in the area suffer from capacity problems not primarily due to the growing population, but rather through a lower population composition compared to national averages.
