Complex solutions to alleviate socio-territorial disadvantages

In the framework of this project, the 5 municipalities in the Füzesabony district of Heves County (Kál, Kápolna, Kompolt, Aldebrő and Tófalu) intend to submit a joint application for funding within a consortium in order to improve the situation of the disadvantaged target groups identified in the local equality programmes of the municipalities through the development of accessible human public services. The Füzesabonyi District is classified as the Beneficiary of Füzesabonyi 290/2014. (XI. 26) in accordance with Government Decree No 105/2015. (IV. 23) According to Government Decree No 277/2015, the municipalities of Kompolt and Tófalu are communes affected by significant unemployment, while Tófalu is also a social, economic and infrastructure benefiting settlement. Total population of municipalities: 8166 people. The GDP of the Heves county per capita is HUF 2 397 per capita, based on the 2015 HCSO data. The management of the project-owning municipalities is committed to implementing developments in their municipalities that are in line with the vision of the municipalities and with the medium- and long-term goals set by the municipalities and the population. Accordingly, the participants in the planning and preparation of the project paid special attention to the identification of interventions and project elements that are justified in terms of the well-being of the population and the development of settlements, as well as financially and professionally, in accordance with the available material and human resources. Accordingly, the objectives and activities of the project prepared for the call “Development of Human Services in a Regional Approach — Beneficiary Areas” announced in the framework of the Human Resource Development Operational Programme were determined by a wide-ranging needs and needs assessment, with regard to the population targeted by the project, including the human public services available among disadvantaged people, young people and localities. In addition, local civil society organisations/small communities and companies, businesses and other employers operating in settlements were also contacted, which supported the preparation of the project with their ideas for community development and labour market development. The programme elements implemented in the garden of the project, adapting to the target system, attempt to solve a multifaceted problem. The population of the municipalities forming the Consortium is steadily declining. Natural loss of births and deaths is high in the region. However, the shrinking population is also supported by a negative emigration balance. A number of programmes are planned to encourage young people and the local population to stay local. The project focused on protecting and assisting children and families, especially with regard to the large number of disadvantaged people. Information on the NEET population living in municipalities can be found in chapter 1.4. The emergence and reintegration of NEET into the primary labour market is important not only for this project but also for the whole of Europe. By implementing the programmes specifically organised for them, our aim is to keep these young people locally and to help them get a job. The consortia have an ageing population. The programmes designed for older people can also make the local elderly feel that their role is important and the population of municipalities is counting on them. With the involvement of civil society organisations, we can help raise the standard of living of the local elderly population through the possibility of presenting themselves at local cultural events, by implementing programmes primarily designed for them and by screening the population. Among the nationalities living in municipalities, the proportion of Roma is significant. Many programme elements help them to thrive in the primary labour market, such as work socialisation training, competence development in group work and mentoring. It is also intended to strengthen the dialogue between nationalities through the project’s planned events aimed at raising awareness of different cultures. In order to improve the unemployment situation of the municipalities forming the consortium, we are planning to implement programmes to help disadvantaged populations get into work, get to work and remain in the labour market, thereby helping them to integrate permanently into society. With regard to Füzesabonyi District, the development of the social care system was given a role in all complex development programmes. To a large extent, the objectives set out therein focused on remedying the poor social situation of disadvantaged groups and bringing them back to the labour market.
