The aim of the project is to contribute to the social catch-up of disadvantaged communities living in segregated living environments, extreme poverty and the promotion of integration in education, social, economic, labour market, health and health development, as well as to halt and reverse negative economic, social and demographic developments in rural settlements linked to migration and depopulation. The milestones to be achieved by the Facility are to achieve effective dialogue between the programmes and their narrower and wider environments — by promoting the active participation of Roma women, the professional promotion of their communities and their civic organisation — and the qualitative change of cohesion between Roma and non-Roma people and communities through the creation of uniformity in the implementation of the various local and territorial programmes and the mutual learning and exchange of experiences between the programmes (‘networking’) and between them; — develop the professionalism of case management established on a uniform basis in the work of the settlements, the practice of which should be integrated into the work of the local social assistance system, — the systematic maintenance of the results achieved by the individual territorial programmes shall be realised. — Municipal leaders, signatories of cooperation agreements — TOP and VEKOP urban rehabilitation teams, social workers, case managers, start-up assistants. — Minimum 110 management, professional managers, social workers and support staff implementing EFOP settlement programs. — 50 employees employed as experiential experts. — The professionals involved in the process of social inclusion and cooperation in the social sector (municipalities, employment, health, social and child protection institutions, church workers and employees). — Representatives of local civil society organisations, representatives of national governments, Roma and non-Roma women umbrella organisations. For young people aged 16 to 55 without education (or having outdated education), and for adults, workers from sectoral cooperation schemes (municipalities, employment, health, social and child protection institutions; representatives of local civil society organisations.) The indirect target groups of the project are: — Roma persons included in the settlement programme in cumulatively disadvantaged settlements, requiring special attention between 16 and 55 years, for whom an individual/family development plan is drawn up. — Managers and staff of other projects implemented simultaneously and synergistically. — Students from local and nearby secondary schools to start volunteering in order to become “usual”. — Local, regional and national civil society organisations which can be involved as umbrella organisations in assisting and subsequently maintaining women’s NGOs. Professional support for the target group: — Continuous professional support of complex plant programs. — Development of territorial cooperation in order to achieve quality project implementation and then to carry out maintenance tasks — Establish a forum to monitor policy expectations and achievements, — Use of experience experts, to ensure acceptance of complex settlement programmes, both among those living on the site and for the local population. — Organisation of professional programmes presenting good practices aimed at cooperation and knowledge sharing for the implementers of complex settlement programmes — Promoting and supporting civil organisations created as a special tool of the complex settlement programme with the aim of increasing the participation of Roma women in society, developing and organising trainings and preparatory programmes: — Further development of a uniform catch-up methodology based on generally accepted professional standards based on previous experiences and well-functioning best practices, extending it at national level, collecting and validating new professional practices. — The development of training programmes for the preparation of specialists, social workers, case managers and the management and professional implementation of complex plant programs, who carry out activities of the presence type, and further develop existing ones. — Support for the professional implementers of complex plant programs through training, continuous professional support, expert support, supervision, joint events, exchange of experience. — The competence development of the project implementers of the successful municipalities of complex settlement programmes by providing trainings, trainings and counselling, by publishing qualified “Good practices” of previous projects. — As a special tool for complex settlement programmes, the promotion of Roma women’s communities and civil organisations created with the aim of increasing the empowerment of Roma women, the development of a training programme and the organisation of training courses to encourage their creation.
