The main objective of the project is to generate new cooperations in Baranya County in order to solve the specific problems of equal opportunities and catch-up at the regional level, to eliminate service shortages, to coordinate interventions affecting disadvantaged target groups at county level, to develop capacity and organisation development in order to establish territorial coordination of the catching-up policy. Development reduces the proportion of people at risk of poverty or social exclusion, the social backlog of disadvantaged children, weakening social disparities between Roma and non-Roma populations, trends in transmission of poverty and improving the situation of Roma women. The operational objective is to establish a professional coordination and consultation system in Baranya County in order to ensure that the catching-up-political cooperation not only in the smaller local areas, but also at county level, becomes systematic and can bring back the lives of the inhabitants of individual settlements in a way that creates opportunities, increasing equal access to services. Number of municipalities in the department of Baranya: 301 (14 towns, 287 municipalities). The number of municipalities benefiting from social, economic and infrastructure aspects is 160. Number of municipalities affected by high unemployment: 105 pcs. Activities carried out according to point 3.1 of the Call: Self-eligible activities: 1. Recruitment of catch-up staff in the organisation of the county government: 2 staff will be employed for 36 months. The task of the staff is to identify the shortages of local governments in Baranya County, to contact and cooperate with the local governments in the county, in order to implement the development directions and recommendations proposed by the County Inclusion Forum established in the framework of the project. Their additional task is to generate and extend cooperation at county level and to coordinate the work of the cooperating partners. 2. Organizational development, sensitising training/training for the employees of county municipalities. The purpose of the sensitising and awareness-raising training is to make the participating professionals more aware of the work with disadvantaged people, to better understand their situation, to have an empathetic and solution-oriented approach to solving the problems. 10 employees of Baranya County Municipality participate in the trainings. 3. Establishment and operation of the County Inclusion Forum: The Forum provides opportunities at county level for meetings of catch-up professionals and organisations, exchange of experiences and coordination of development directions. Thematic meetings per disadvantaged target group will be organised 12 times over 36 months. The Forum shall be organised and co-ordinated by the liaison officer. As a result of the meetings of the County Inclusion Forums, the service road maps will be created, the aim of which is to examine the accessibility of existing services to the population in the county, with special regard to the lack of services at local level and its solutions. The County Opportunity Creation Pact will be established by the County Inclusion Forum, which provides solutions to address local shortages, using the tools, services and institutions available for local actors, a collection of collaborations based on the Map of the Service Route. 4. In order to coordinate the interventions at county level, the results of the project will be incorporated into the county development policy documents (county development plans, educational district and county equal opportunities action plans, ITSs), regulations. 5. Coordination for social inclusion: The development programmes to be implemented in the county will be reviewed and the catching-up aspects will be implemented both locally and horizontally. The intervention will increase the focus on catch-up objectives through at least 1 programme. 6. Community cooperation-enhancing events are organised 4 times a year, 12 times a year. The events will be organised in conjunction with disadvantaged target groups with broad, relevant public involvement. The events serve to present and initiate the development of cooperative models, whose objectives are life coaching, family education, debt management advice, financial integration.
