The project “Active civic participation to prevent and limit undeclared employment in Bulgaria” was developed in the context of the Strategy for the Development of Public Administration 2014-2020, ILO Recommendation 204 on the transition from informal to formal economy, Recommendations from the Council of the EU on accelerating the implementation of measures to reduce the size of the informal economy, in particular undeclared work, as well as the European Platform for Combating Undeclared Work. The main objective of the project is to develop and make recommendations for improving the regulatory environment and the effectiveness of policies to prevent and limit undeclared employment in Bulgaria in compliance with the principle of open and responsible management. The project provides for the implementation of four main activities:- Development of analysis and study of good practices for improving civic participation in the processes of formation, implementation and monitoring of policies and legislation related to the prevention and containment of undeclared work in Bulgaria; — Development of a toolkit for civil monitoring of policies to prevent and limit undeclared employment;- Conducting joint activities between EPAs, NGOs and administrations to implement public policies and legislation to prevent and limit undeclared employment in Bulgaria;- Raising public awareness and encouraging civic participation in the processes of shaping, implementing and monitoring policies to combat the hidden economy and undeclared employment.The main target groups targeted by the project activities are: employees, businesses, NGOs, government and society. In the implementation of the project activities, the principles of partnership, sustainable development as well as open and accountable governance are implemented through effective dialogue between the state institutions, the social partners and the non-governmental sector.
