The University of Pannonia submits its application entitled “Improving the quality and accessibility of tertiary education together at the University of Pannonia”, in which short medium-term development activities in line with the Institution Building Plan 2016-2020 were formulated in accordance with the call for proposals. The development action plan and system of activities presented in the application file is based on the assessment of the situation of our institution, based on the list of indicators and quantifiable results published as expected in the Guide for Applicants. The main focus of our application is to support entry and retention in higher education (1); education innovation (2); development of the training field for teachers (3); they fall within the themes of the development of health education in higher education (4) and of Internationalisation (5). In our application, we always meet the professional requirements and (in the case of areas with emphasis) we exceed the minimum expected values. The desired values are detailed in Chapter 2.4 of the Feasibility Study. Special attention was paid to the consistency of the activity elements with the Higher Education Strategy “Transformation in Higher Education”, the Digital National Development Programme and the Digital Education Strategy, as well as the T.E.S.I. 2020 strategy. To this end, programmes supporting access to and retention in higher education are primarily targeted preparation and development programmes based on disadvantage-compensating activities, such as targeting target audiences; scholarship programmes); digital competence acquisition and digital content expansion in the field of innovation in education; finally, the aim was to develop modern library services and widen access to knowledge. In line with our institutional profile, we have developed a detailed plan for the development of the educational training area from among the optional activities related to the priority strategic areas, in which the development of digital competences used in teacher training and the treatment and methodology of HH and/or SNI students are emphasised in the framework of this call. We developed our higher education health education program with the involvement of the Hungarian University — College Sports Federation (MEFS), where the focus is on the introduction of new sports services, on own-organised sports events, on the development of students’ health consciousness. Improving the international visibility of the University of Pannonia and strengthening its presence in the international education space also play an important role in our Institution Development Plan. Accordingly, as part of this call, we plan to host visiting teachers from the EU/EEA countries and higher education institutions in the Carpathian Basin; we have integrated the development of joint educational content with partner institutions from both areas, as well as improving the professional, support and communication activities to involve foreign students in our institution. Details of each task can be found in section 2.3 of the Feasibility Study. The system of activities typically covers the entire development spectrum: it is based on the content review under the new JRC regulations, in which we involve the practitioners and, in particular, our future practice partners. The 7 UN Sustainable Development Goals relevant to our training portfolio, as well as the requirements of economic needs and active citizenship, are being coherently monitored in the review of training content and later in related digital content developments. In order to support the processes, we have commissioned components for training trainers in the identified gaps, where we would like to further enhance the quality of the digital competences of our own staff and their teaching in a foreign language. In line with the process approach, the training schedule was designed to ensure that their results could be utilised during the term. The developments in the tender concern all five faculties of the University of Pannonia (Faculty of Economics, Georgikon Faculty, Faculty of Modern Philology and Social Sciences, Faculty of Engineering, Faculty of Technology of Information Technology) and its three locations (Veszprém, Keszthely, Nagykanizsa) The cost-effectiveness and the implementation of the “value for money” principle were a priority in budget planning. Only the activities necessary for the implementation of the project were planned in the budget. The ratio between management costs and professional implementation costs is in line with professional implementation. For the milestones, the project’s financial schedule was planned in accordance with the conditions laid down on the basis of the call.
