The barriers to the engagement of researchers from the University of Szeged and the Ferenc Gál College, which entered into an alliance in the context of smart specialisation in the field of life, health and social sciences, have been found to be very significant, including in terms of national distribution, as a barrier to the development of human resources target areas. At the same time, it is lagging behind the expected and expected added value of the development of the R & D knowledge base in the region. The efficiency and retention parameters of doctoral training and the infrastructural and organizational weaknesses behind the student emigration are at the top of the causal system of this backlog. There is a full representation of common and relevant research disciplines, including all elements of the innovation value chain. However, as a result of the ex ante screening of research projects and portfolios, it can be concluded that the research potential is combined with a divergent area of research, with the result that the benefits are not sufficiently effective. In order to strengthen competitiveness and societal engagement together, it is necessary to renew research profiles at system level and to exploit the optimal match between market needs and competences, supported by restructuring of organisational processes and structures.
