Comprehensive Institution Building of the University of Pannonia to promote smart specialisation

Justification of the project: The number of researchers per 10,000 people in the European Union is significantly higher than in Hungary. The EU and Hungary aim to increase the number of researchers. The universities and the University of Pannonia, especially in the Central Transdanubia region, have a double task. On the one hand, the university itself is a research organisation and, on the other hand, it has a huge role to play in ensuring the supply of researchers (particularly in terms of doctoral training). The scientific potential of the University of Pannonia is also outstanding at national level, but there is a lack of critical mass for many research topics. Due to the demographic wave and the exhausting effect of the industrial sector, the supply of researchers is not guaranteed. On the one hand, this situation can be addressed by research that is relevant to the industry and is useful for the industry, and is linked to the national smart strategy and is carried out together with economic professionals, which are also reflected in the specialisations, diplomas and doctoral themes. The involvement of industry professionals in education and research is an essential tool for this project to strengthen the R & D focus and practice-oriented training. At present, the knowledge accumulated in universities is not sufficiently exploitable. This is due to the fact that researchers do not carry out research that is of interest to industry and, on the other hand, the knowledge and technology transfer processes, students, but researchers do not have the right economic and exploitation knowledge and the right corporate relationship. Objectives of the project: The general objective of our application is to expand the research capacities of the University of Pannonia, to develop its research services, to increase the degree of social engagement, to strengthen the relationship between the University, the industrial companies involved in R & D & I, other research organisations and the civil sector (building a knowledge square) and to participate effectively in the implementation of the National Smart Specialisation Strategy (S3). In line with the objectives of the Smart Specialisation Strategy, the main objective is to help the University of Pannonia to build capacities, develop a knowledge base and develop research processes in its faculties and campuses that enable our institution to provide services for social innovation and to meet the needs of the R & D sector and to provide the supply of research. Each of the actions envisaged in the proposal is one of the eligible actions set out in the call for proposals and is closely linked to the “Explorable professional requirements” indicated in the call. In our application, we always exceed the minimum expected values in the professional requirements. The desired values are detailed in Chapter 2.4 of the Feasibility Study. The five faculties participating in the research activities (Faculty of Economics, Georgikon Faculty, Faculty of Engineering, Faculty of Modern Philology and Social Sciences, Faculty of Technology Informatics) participate in the call for proposals from the University of Nagykanizsa and the Directorate for Development and Project, which brings together technology transfer activities. The tasks defined by each department are closely synergy and attention has been paid to eliminating duplication of activities. In the application, we planned two main headings: “Strengthening research activities related to the S3 strategy” and “Knowledge and Technology Transfer Activities”, the management of which is entrusted to the university’s recognised experts. As regards the main research strand, our research mainly relates to the sectoral priorities “Advanced vehicle and other machinery technologies”, “Sustainable environment” and “Agri-innovation” in the S3 strategy, as well as to the horizontal priorities “ICT (infocommunication technologies) and services” and “Acceptive and sustainable society, liveable environment”. In the case of smart technologies, our project elements are reflected in the county strategies according to the implementation sites. In connection with the research elements, we present project elements related to talent management (graduate and PhD students, young researchers), support for publication activities, development of incentive and evaluation systems, dissemination of scientific results, and the involvement of visiting lecturers in research. In the case of the main direction of knowledge and technology transfer, we plan, among other things, to involve enterprises in educational and research processes, to expand our business partners, to prepare international cooperations, to prepare research, to support teaching and research research management processes, to rationalise R & D & I processes and research portfolios, to increase students’ entrepreneurial activity, to strengthen the knowledge square, to strengthen the university’s knowledge...
