The University of Pannonia, in a consortium with Corvinus University of Budapest and the University of Pécs, is submitting its application for “Sustainable, Smart and Inclusive Regional and Urban Models” in which we drafted medium-term development activities in line with the Institution Building Plans for the 2016-2020 period to enhance the international integration of basic research, which is related to the sub-objective of the project Social Challenges/Social Innovation. The consortium composition of the proposal has changed in part, taking into account the requirements of the call for proposals published after IFT production, and although the structure of the project proposal has not changed in substance, there has been a minor change in the professional content. The development action plan and system of activities presented in the application file is based on an individual and joint assessment of the situation of the three institutions and is based on the list of indicators and quantifiable results set out in the Guide for Applicants. The focus of our application is to increase the international integration of basic research in Horizon 2020 projects and European research networks, with more active and proactive engagement in programmes. This is why the development of new collaborations, the invitation of visiting researchers from the EU/EEA/Carpathian Basin and the involvement of potential Horizon 2020 cooperation partners will be particularly important in our project; in addition, we strive to maximise synergistic effects between these elements. In the case of professional requirements, we always meet the minimum values (for priority areas). The desired values are detailed in Chapter 2.4 of the Feasibility Study. The proposal can be divided into three, partly joint research priorities, which are implemented under the leadership of a consortium partner: Identification of regional success and competitiveness factors, modelling (PTE)? Social and economic sustainability model in natural and cultural heritage management (PE)? Social innovation (BCE) In the development of the system of activities, attention has been paid to ensuring that the elements of activity are aligned with the objectives of the Europe2020, the Human Resource Development Operational Programme, the higher education strategy “Development in Higher Education”, as well as to align with Széchenyi2020, sectoral and regional development programmes and international programmes (e.g. Danube Region Strategy). Improving the international visibility of universities and strengthening their presence in the international research space also play an important role in the Institution Development Plans of the consortium partners. The basis for this is already present for all three institutions, but the current cooperation and planned activities will help to accelerate the Hungarian presence in the European research space in the field of Social Challenges as a catalyst. Accordingly, we are planning research under all three Horizon 2020 pillars (“Excellent Science” “Industrial Leadership” and “Societal Challenges”), the results of which will be developed with EU/EEA/Carpathian Basin researchers to an attractive level for international cooperation. The system of activities typically covers the entire development spectrum: In order to ensure internationalisation, we have commissioned components for training trainers in the identified gap areas, where we plan to implement R & D & I and professional-method trainings to assist in innovation management, preparation of international tender projects and R & D & I and professional-methodological trainings to help them act confidently at international conferences. In line with the process approach, the training schedule was designed to ensure that their results could be utilised during the term. The realisation of international research collaborations, projects and planned national and international conferences can be one of the key factors in ensuring international presence, attracting and retaining talented young researchers. International visibility is also facilitated by an appropriate information and communication strategy. In connection with research, we organise and encourage national and international conferences, and we help the publication of high-quality and recognised publications. The improvements made in the application concern certain institutes of the Faculty of Economics of the University of Pannonia, the Faculty of Economics and Management of the Corvinus University of Budapest, the Faculty of Science of Economics of the University of Pécs. Cost-effectiveness and the implementation of the “value for money” principle were highlighted in the budget planning. Only the activities necessary for the implementation of the project were planned in the budget.
