The most important obstacle to social catch-up for disadvantaged adults, the most significant barrier to catching up initiatives, is the lack of basic competences. According to expert estimates, 3-400 000 Hungarian adults are functionally illiterate and their chances of finding a job are marginal due to their difficulties in comprehension, calculation, writing and solving problems. Therefore, the project seeks to reduce these shortages by engaging in training. The “Actively for Knowledge” project provides a social catch-up opportunity for 25,000 people. We implement the inclusion of 12000 people as a result of recruitment and competency surveys. The training courses aim to improve basic competence and to increase the level of education by completing primary school classes (classes 5-8), the project provides training on the basis of the employer’s needs in the manufacturing, social, child protection, construction and agriculture sectors. Vocational initial trainings are part of work testing for at least 500 people based on employer’s needs. At least 10,000 disadvantaged adults successfully complete the training. The trainees receive livelihood support and travel expenses. Planned steps for the development: • Selection and application of project management • Project preparation, feasibility study • Project preparation, procurement • Establishment of recruitment methodology • Recruitment We plan at least 1700 recruitment events in order to reach the 25000 people to be involved in the project. Recruitment is carried out continuously during the 48-month implementation period of the project. • Elaboration of a methodology for employers • Developing employment opportunities • Transfer to employment • Sensitisation of employees • Preparing the preparation of professional implementers • Selection of professional implementers, employment • Training of professional implementers • Performance of training-organising tasks • Developing the methodology and tools of competence measurement • We plan the input competence measurement of the target group to measure the input competences of 25000 people, on the basis of which we will set out the possible path of catching up in an individual development plan. • Target group output competency We validate the added value of the project by successfully completing the training, measuring at least 10000 people. • Assessment of competence following training stages, benchmarking • Developing and authorising training programmes • Production of learning materials • Acquisition of training tools • Providing rooms for recruitment, competence measurement, training • Training of a target group, catching up to the completion of a primary school class, according to our preliminary plans, we increase the level of education of about 1200 people by completing at least one class in classes 5-8. • Training of the target group, basic competence development The largest number of people is planned in this programme, because this is the most common demand. It also offers development opportunities for those who have completed their education but have not studied for a long time, so that their previous competences may be replaced. • Training of the target group for initial vocational training The project aims to respond to the needs of the primary labour market, and for the low-educated, jobs that do not require qualified labour are also prepared. We prepare the training programme for specialisations according to the emerging needs. • Development of the target group on work placements In the course of practical training at the specific employer as part of the vocational initial training, participants can try themselves in an employee situation. • Reimbursement of travel expenses • Providing livelihood support • Organisation of psychosocial, mental health support services • Motivation-enhancing activities The steps needed to implement the development are described in detail in the feasibility study.
