Development of social human resources

In the Partnership Agreement, the Government set the objective of improving the availability of services, the quality of human resources providing public services, reducing the shortage of staff and improving the organisation of benefits in order to improve access to quality public services. In order for the transition system to function effectively and efficiently, it is necessary to have human resources that effectively respond to the challenges of the 21st century, as well as a coherent IT background to help both industry management and professionals in the field. These are hampered by the following problems. Lack of a sufficient number of qualified professionals for many reasons. The most significant of the reasons are: • High number of job-leavers, lack of long-term career picture • Low average earnings • Low average earnings • Low average number of professionals involved in receiving parental care • Lack of Mental Higienes support Training and further training systems need to be developed • The training offer is unbalanced in terms of content and territory • A OKJ training system in need of development • Lack of systematic leadership training • Implementation of training involving new methods • Disaggregated IT background, inadequacy of the sector’s digital competences In view of this, the overall objective of our priority project regarding social human services is: contribute to the creation of quality social, child welfare and child protection services for all. The specific objectives of the development, based on sectoral problems and needs, are: • Retain personal care professionals, increase the number of professionals in the field. Milestones: O Ensure mental health support o Avoid the development of a social career system o Increase the number of people working in receiving parental care • Develop the training and further training system of the social and child protection sector Sub-objectives: O to develop the knowledge, competences and skills of the professionals needed for efficient tasks, planning — Ensure professionals to participate in new (further) trainings adapted to the performance of tasks and their needs — Make training for managers widely available o IT conditions for efficient operation of the system This priority project contributes to improving access to high-quality public services, especially with regard to the human capacity of public services and the realisation of capacity-deficit disadvantaged areas. The project covers regions to be developed. Direct target groups of the priority project • Persons carrying out personal care, persons with upskilling obligations • Parents and future foster parents, other actors of host parental care, persons performing guardianship and guardianship functions • Child protection guardians, • Persons providing personal care and without further training obligations Indirect target group of the priority project • Users of social, child welfare, child protection services, children’s students Main (planned) professional activities of the project: Strategic Analysis and Informatics Sub-programme Activities Informatics Tasks • Information Technology and Registry Development Tasks (E-Learning System Development) • Develop an electronic interface to support an E-learning learning environment • Establish an online application platform • Develop a social career model, design a related system • Analysis tasks for the development of a new upskilling system in line with the lifeline model model • Completion of advanced training systems for the modernisation of the upskilling system, conducting research and effectiveness testing(s), conducting research and evaluations • Analytical tasks in relation to the development of new training programmes for missing training programmes • Analysis tasks in relation to the development of new training and efficiency testing related to leadership training, the implementation of pilot-training activities in conjunction with the development of a new training system, and the development of additional training courses for the development of bridging training systems • bridging of skills and training for the development of new training courses • Engineering training in the development of new, missing training programmes.
