Kiskőrös district centre, located in the heart of Bács-Kiskun county, is an important road and railway junction. The city can be reached by train No. 53 on the Budapest-Kelebia railway line 150, with direct connections to Kalocsa, Kecel and Soltvadkert and Kecskemét. The city functions as a micro-regional centre: it has a significant network of public service institutions, with an educational, health and cultural centre in the region. Decree No 290/2014 on the classification of the beneficiary districts (XI. 26.) Government Decree classified it as one of the beneficiary districts on the basis of a complex development indicator measuring the complex social, economic and infrastructure development of the areas. The district of Kiskőrös is composed of 4 towns and 11 villages. The aim of this project is to develop the infrastructure of the Petőfi Sándor Evangelical Nursery School, Primary School, High School and High School of Horticulture. The total number of students of the public education institution maintained by the Evangelical Church of Hungary is 1 187, of which 559 in primary schools and 507 in secondary schools (data as of October 2015). About 40 % of students go to Kiskőrös from other settlements. At school, there should be 5 physical education hours per week for 18 classes, which is 90 hours per week at school level and 18 hours per day. The school has 1 gymnastics hall in which 2 classes can attend a physical education course at the same time. Most intercity buses depart between 14.30-15.00 to the surrounding settlements, which makes it mandatory to organise hours after 7:00. Overall, instead of the required 90 hours, teachers can currently hold only 68 physical education classes in the hall, so the school’s capacity in the classroom is clearly below the number of pupils’ needs. Although the external energy renovation of the school building — facade thermal insulation, replacement of doors and windows and heating system — was carried out in 2013, several rooms and parts of the building had to be renovated internally, as they had not been carried out since 25 years — since the building was built. In the changed legislative environment, the conditions for everyday physical education are not guaranteed, the renovation of the existing gymnasium and the creation of a new sports yard are also justified. The following developments are planned within the framework of the project: — Construction activities (self-eligible): partial internal refurbishment (labor, changing rooms, wetrooms, gymnasium, related service rooms) and the construction of a new sports yard (athletics and runways, multifunctional sports field, artificial grass football spring court, far-jumping track, outdoor equipment). — Related construction activities: installation of outdoor lighting system, interior lighting system upgrade, solar system installation (2 x 25 kWp, household size). — Proportionally accessible renovation (accessible toilet, dressing room and shower, infocommunication, induction loop). — Acquisitions of equipment: in connection with the modernisation of the laboratory, it is planned to purchase and install the teaching tools necessary for educating and educating students and teachers, as well as the tools and equipment necessary for the development of educational content and everyday physical education. The primary target group of the project is the school pupils and the staff of the institution, the indirect target group is the visitors of the school, the parents and the participants at the events. The environmental impact area of the project indirectly affects Kiskőrösi Járás as a whole: it improves the quality of life of the population of the city and its surrounding municipalities and indirectly improves the infrastructure conditions and competitiveness of the whole county with the desired indicator values. The number and proportion of disadvantaged children in the municipality with unfortunately unfavourable statistics are high. The creation of a modern environment conducive to their learning and development in their lives can lead to a major shift of quality. With the infrastructural development of the institution, a modern school will be set up, which also promotes quality education, thus contributing to the long-term competitiveness of the district and the creation of high-value human resources. The ownership of the property affected by the development is settled: the owner municipality provided the applicant with the consent of the project to implement and maintain the project. The development is expected to take place in the autumn of 2017, so the upgraded facilities can be used by the pupils already in the 2017/2018 academic year. The development of 290/2014. (XI. 26.)
