Harka village is situated in the northwestern part of Hungary, in Győr-Moson-Sopron County, 5 km south of Sopron, right next to the Austrian border. Its population has increased significantly over the last two decades as a result of the natural environment and labour market conditions. Harka is the only settlement in the subregion of Sopron, where the natural growth of the population is positive. Harka is the most dynamically expanding settlement in the county in recent years. In terms of the demographic composition of the settlement, there are many families with children, and the number of children increases year after year. The significant population growth justifies the improvement of the quality of social services, including public education, in the municipality. Not only from the village, but also from the nearby Gidapatak residential park and Sopron, many would choose the school of Harka. However, the consistency of the building has deteriorated, and the owner municipality has no possibility to renovate or upgrade it. The aim of the planned development is to create high-quality learning and teaching conditions at the Pantzer Gertrud Elementary School in Harka. The aim is to improve the school’s backward educational infrastructure, increase its absorption capacity and improve the quality of school education in order to ensure equal opportunities in education for children with fewer family backgrounds. The building’s roof structure, heating system, doors and windows, sanitary blocks, dining room, number of classrooms and gymnasiums need to be developed, and this objective is linked to the objectives of the Public Education and Development Strategy: “The development of quality, sustainable and efficient public education capable of ensuring the optimal development of all children and pupils.” According to the basic professional document of the school, the maximum number of pupils in the school is 160. The occupancy rate shows an increasing trend from year to year, which justifies the planned development. The number of educators in the institution was stable and there were 12 people continuously during the period under review. The current school building needs to be upgraded functionally, as well as building structure and technical building. In the case of building structures, the tasks to be carried out are primarily related to the posterior wall insulations and coverings. In addition to building construction solutions, the technical building system will be renewed during the energy renovation. Functional modernisation is guided by an internal design that can be expected in today’s times, for which enlargement is essential. In the functional design of the planned condition, the basic objective is to increase the floor area of the classrooms up to 2 m²/person. We strive to accommodate separate group rooms, but it is necessary to count on the possibility of separable classrooms. The 8 classrooms are placed in the existing building, so all educational rooms can be placed around the closed inner courtyard. The extension will include a new entrance to the building, a new toilet group, a dining room with the necessary service spaces for the function, and all offices, as well as everyday physical education features with the gym. As a result of the project’s main activity, the infrastructure of Pantzer Gertrud Primary School in Harka will be refurbished, upgraded and capacity-building, taking into account the demographic indicators of the district and the number of pupils to be provided. The capacity increase will take place through the construction of a new building or the refurbishment of the existing building.
