Social innovation for digital skills in a changing labour market

The aim of the project is to address the scope of investment priority 5 by proposing an innovative approach to human resources development and better adaptation of the target group (employees, including self-employed and employers) to the digital transformation processes. The proposed model for development and transfer of social innovation aims to simultaneously address the problem of the missing skilled workforce in the ICT sector, through innovative training, qualification and inclusion of the target group, and to help them adapt to the changing labour market. The team of Sofia University (SU) in cooperation with the leading vocational training centre Syntra West, Belgium and the Institute of Information Systems at Kajaani University of Applied Sciences, Finland will create flexible training programs with practical focus. They will be oriented towards acquiring digital skills in the workplace, according to the needs of ICT specialists in the new professional fields (large volumes of data, high-performance computing, machine learning, image recognition, security and protection of information, Internet of Things, smart cities, etc.). The transnational cooperation will develop 3 application programmes with 15 ECST credits equivalent and 15 qualification programmes (roads) which will be pilot tested and validated by a total of 120 beneficiaries in Bulgaria. These programs will be certified according to the system of postgraduate qualification (PDQ) of the Sofia University, offering a sustainable model for solving the identified shortage of personnel with necessary digital skills. Together with the Center for Vocational Training of the Bulgarian Chamber of Economics, events with ICT employers and stakeholders will be organised in order to promote these social innovations on the labour market by building a national capacity to implement new mechanisms for developing digital skills throughout life and in a working environment.
