In phase III: The potential lack of development undertaken in the three-year development plans of the service providers is an additional uncovered area. Therefore, a specific audit will be carried out in 2017 on the fulfilment of voluntary commitments. A third-stage tender will be launched for the areas of self-sufficiency commitments that are not fulfilled for any reason.
