Performing tasks related to the preparation and implementation of broadband developments

1. In order to extend the broadband coverage of Hungary, programme planning activities are expected to be missed following the assessment of district aid applications announced in the GINOP-3.4.1-15 call (Stage I). PARAGRAPH 1162/2014. (III. 25.) In order to achieve the 100 % coverage set out in the Government Decision by 2018, it is necessary to carry out tasks defined in three stages, of which the activities of Stage II and III are supported under this call. In phase II: After the evaluation of the first phase of aid applications implemented in GINOP-3.4.1-15, the areas left out are economically likely to be covered by wireless solutions due to the scattered, farm-like settlement structure. Activities needed to implement successful developments: • regional identification of the location of missing needs, validation of the first-stage mapping data and, if necessary, a partial or complete new survey; • assessment of broadband internet technologies in large geographical areas; • business modelling for the geographical and technological delimitation of sustainable services, the definition of basic technical and service parameters; • development of the criteria for proposals to be launched in the second phase, delimitation of geographical scope, tendering units and the definition of financial conditions; • preparation of technical annexes to the call for proposals; • full performance of the tasks resulting from the technical evaluation during tendering; • network design; • designing towers for wireless services and, if necessary, reinforcements; • planning and preparation of equipment (base station, antenna, installation materials); • planning for backbone expansion and capacity expansion; • planning of site infrastructure (power supply, climate, etc.); • planning related to the provision of internet service. In phase III: The potential lack of development undertaken in the three-year development plans of the service providers is an additional uncovered area. Therefore, a specific audit will be carried out in 2017 on the fulfilment of voluntary commitments. A third-stage tender will be launched for the areas of self-sufficiency commitments that are not fulfilled for any reason. The planning and implementation of the third phase proposals will be carried out according to the activities planned in Phase II. Given that all government networks are affected by the improvements in the programme and a special condition has been developed for the provision of modern NGA to public institutions, the consistent implementation of this system is also necessary in Phases II and III. 2. In order to extend the broadband coverage of Hungary, following the announcement of the results of the district tenders announced in the GINOP-3.4.1-15 project, it is necessary to monitor and monitor from the government the network developments implemented by the beneficiary service providers until the project is completed (31.12.2018) in order to efficiently spend community resources. Under the agreement concluded with the Ministry of National Development, the State is also entitled to monitor and monitor the implementation of the self-sufficiency development plans undertaken by the service providers over a three-year perspective in order to ensure uniform service quality. Planned activities: • Follow-up of the design and construction activities of GINOP 3.4.1-15 Beneficiaries Design Engineer (TFEM): • checking the consistency of the content of the licensing plans drawn up by the beneficiary service providers with those set out in the technical annex (candidate plan) of the winning tender; • participate in solving problems encountered in the administration of the administration; • in case of receipt of repayable assistance, the beneficiary performs tasks of technical inspector on behalf of the MFB; • intermediation in the acquisition of contributions to the construction of state-owned property; • verify compliance with the formal and content requirements set out in the Design and Networking Recommendation (THA) in the construction plans in addition to the NMHH regulation; • production of audit reports, reports, management reports and statistics. The activities of the engineer supervising the construction (KFEM): • overseeing the actual implementation of the technical content contained in the permit plan, i.e. the construction of networks in terms of quantitative (coverage), quality (technological) and project scheduling; • perform instrument measurements at critical network nodes and endpoints with the assistance of the contractor; • production of audit reports, reports, management reports and statistics.
