ESTABLISHMENT OF AN INCENTIVE SCHEME IN VOCATIONAL EDUCATION AND TRAINING — APÁCZAI SCHOLARSHIP PROGRAMME

The development of the Apáczai Scholarship Programme is aimed at the establishment and launch of the Apáczai Scholarship Programme, the financing of the grant payments in the first year, as well as the implementation of the related organisational and IT developments. The Apáczai Scholarship Programme supports the technical learning of talented and disadvantaged young people with financial incentives. The sub-objective of the scholarship scheme is to implement a scholarship scheme for young people with good educational outcomes in vocational education and training, which can reduce early school leaving among the direct target groups, helping them to achieve better results. In support of the successful timely implementation of the project, the situation assessment will be carried out during the preparatory phase, the feasibility study will be carried out, as well as the preparation of the related IT developments and procurements. Within the framework of the priority project, the methodological development of the Apáczai Scholarship System will be implemented, which includes the development of the call for proposals, the description of the grant award, grant contracting and payment procedures procedures at the level of the administrators, the checklists and forms, the activities of the grant award and ex-post audit activities. The NSZFH publishes the call for applications on its website, which contains the conditions of application, information on the submission, evaluation and conclusion of the grant application, the amount of the grant and the method of disbursing it. The information is provided through a number of communication channels in order to reach the fullest possible range of potential applicants. The Apáczai Scholarship will be announced for the first time in the first semester of the academic year 2021/2022 and the first payments will be made by 28 October 2021. The student is entitled to the Apáczai scholarship until the eligibility conditions and the student status have been met, but under this project the grant may be granted for a maximum period of 16 months. 2 500 eligible pupils will receive funding for a minimum of 12 months until the physical completion of the project. One of the main steps in the methodological development of the Apáczai Scholarship System is the development of IT support for the award, registration and payment of the Apáczai scholarship. Taking into account the current IT background of the institutions concerned, the most cost-effective and user-friendly solution is that the IT support for the new scholarship will be implemented by further developing the CRETA system. As part of the project, a new module of the CRETA system will therefore be developed, which will be fully integrated with the existing system. Prior to the IT implementation of the Apáczai Scholarship Programme, detailed needs assessment and requirements specification system are required. During the task system, the functional and non-functional needs to be served by the system will be assessed in detail, which will serve as the basis for the system design task to be carried out later. The definition of the modalities and scope of the needs assessment will already be defined during the planning phase. Building on the outcome of the needs assessment process, a detailed explanation of the requirements specifications, the system and the required functional and non-functional requirements for the related services will be developed. The directions defined during the design of the system can provide guidance on the design of the system module as a whole, which is ensured by the involvement of experts and the cooperation of the professional areas. In connection with the IT module to be implemented, it is necessary to purchase hardware, the various related software and their licenses, which is purchased prior to the system-parametering tasks. The system is implemented and parameterised in its “development environment”. The task system includes the provision of manuals for the operation and use of the delivered system, followed by the testing and commissioning of the system. In addition to the professional documentation, the successful use of the completed applications is also supported by the appropriate level of user training. The monthly regular reports generated in the CRETA system assist the fulfilment of the commitments, their progress and the related data reporting. In addition to the methodological development of the Apáczai Scholarship System, a key project activity is the training, preparation and further training of the employees involved in the operation of the new scholarship system (instructors, administrative and educational staff), which is based on the training programme developed in the framework of the project and the content required for the training: the training themes coordinated with the process regulations and the user manual, the training materials and aids, as well as examination mate...
