Tourism development, which falls under the responsibility of the Municipality of Kiskunhalas, is a priority among the urban development ideas, as the spa creates new economic opportunities for the city. The financial situation of the municipality, as well as its experience in the maintenance of tourist facilities and services (Thorma János Museum, Halasthermál Thermal Spa) provide a suitable basis for the implementation and maintenance of a complex tourism investment. The organisation has specialised staff with technical, financial and project management experience and is complemented by a tourism expert. In recent years, major tourism investment has not been realised in the settlement, so the developments included in the spa development strategy result in the creation of niche tourist attractions and services — which, by transforming them into a complex tourism product, complement the offer and services of the existing spa. The tourist offer of the village is still rich, its main driving force, besides the spa and Halasi Csipke, has many natural and architectural values, as well as the offer of cultural events and festivals. The main finding of the demand analysis is that due to the services based on medicinal water, the stay of the guests is also outstanding at national level, representing an average stay of 3.14 nights above average in the county, but it is even higher for foreigners: their residence time is 5.6 nights (2014). The spa of the local spa category has a significant international attraction, on which international market appearance can be built: In 2014, 57.7 % of the total guest nights (15082) were foreign nights. The number of visitors to Kiskunhalas and the number of nights is increasing, the bath is the main destination of the visitors to the city, and the second place is the Csipkem Museum. The Municipality of Kiskunhalas is committed to tourism development based on the spa and the unique Csipke thermal water as a natural therapeutic factor and taking into account the local conditions. To this end, he implements a comprehensive tourism strategy plan, which included the qualification of the thermal water, the qualification of the spa and the subsequent qualification of the spa. The goal of the spa development strategy is to create year-round, paid and marketable tourist services and attractions that will be used throughout the year, building on the attractiveness of the spa and complementing it with innovative and interactive solutions to create a complex experience. In connection with this, it also intends to create a unique and unified municipal image (Green City, Green Spa Recognition, Information and Information Boards, street art and land art elements). Thanks to the improvements, more tourists stay longer, the season expands and tourists spend more. The complex tourism development with a grant amount strengthens Kiskunhalas’ unique medical and health tourism profile (thermal water, medicine, spa offering) and contributes to the development of the unique urban image of Kiskunhalas, the creation of a uniform and attractive urban image and the creation of the Green City. The investments made under the aid directly create jobs, provide business opportunities for local SMEs and generate revenues. The direct revenues generated and the rents from the catering unit increase the tourist income of the municipality, create a source of new developments and investments. For the operation of the facilities (recreational, leisure and adventure park, visitor centre, lookout and boater), the applicant will set up an organisational unit to ensure institutional, technical and professional sustainability. They also have a spill-over effect of additional services and encourage accommodation development and investment in tourism. The consortium partner does not participate in the implementation and maintenance of tourism development, but cooperation with local and regional tourism actors is at least as important as the realisation of the investment. To this end, the applicant acts as an initiator in the formation of the local TDM organisation, develops cooperation with the Bács-Kiskun County Tourism Development and Marketing Nonprofit Kft, which coordinates the county tourism industry, as well as with the city and district tourist operators and institutions. Halasthermál Kft. as the operating organisation of the spa, it is also a privileged cooperation partner, as it coordinates its offer, until the establishment of the common ticket system, and transforms it into joint recommendations with the new attractions and services.
