Justification for the implementation of the project (Phase I combined with Phase II): The protection of the environment and environmentally conscious thinking are not only required by the European Union’s directives, but also by the inhabitants of Kecskemét and economic operators. The development of infrastructure for the city is more than one acquisition of equipment, its policy has been developed in the spirit of changing the needs of the population for transport, the quality of transport, the nature of the equipment, their environmentally conscious acquisition and application.The transport of Kecskemét is determined by the radial design extending up to the middle of the city core, and the inner ring (small circle) providing one-way traffic. Serving the city centre is an important task for the organisation of public transport, as it is the centre of commercial, business, cultural and administrative life — overweight — which underpins the creation of a zero emission zone in this area. At the same time, the greatest demand for public transport is located on the outskirts of the city from the “garden-városi” residential areas (e.g. Petőfiváros, Alsószéktó, Műkertváros), the outskirts of settlements (e.g. Kadafalva, Hetényegyháza, Katonatelep) and the large residential settlements close to the city centre (Széchenyi and Árpádváros). The public transport of the city is affected by the large-scale commercial units (e.g. Tesco, Auchan, Metro) and the development of growing industrial jobs, industrial parks (Southern industrial area, etc.)The transport network, adapted to the current conditions of Kecskemét, represents a development of bus networks. The construction of the network follows the usual system in medium-sized cities, all of which reach the city centre and the Széchenyi Square bus terminal. Phase I of the project “Development of public transport in the city of Kecskemét — transformation-zero emission zone with the purchase of serial hybrid low-floor buses” carried out in the 2007-2013 programming period — the acquisition of 25 hybrid buses, partly the construction of the bus site (high construction at 65 % preparedness, civil engineering, refuelling station), the installation of 77 stops with intelligent passenger information systems, construction of road/roads approaching the site/reinforcement of pavement, construction of a footpath along Georg Knorr Road, planning of the continuation of Daimler road from road 54 (to widen the road, to strengthen the pavement, to build a new road, to a new bus turn, to walkway) and to renovate Kuruc körút as a local public transport route with technical content. By Government Decision No 1789/2015 (X.30.), the Government decided to increase and phase out the support for project No KÖZOP-5.5.0-11-2012-0022 entitled ‘Development and conversion of public transport in the city of Kecskemét — creating a zero emission zone by purchasing serial hybrid low-floor buses’. The project will contribute to the promotion and quality of sustainable urban public transport in rural areas. The Municipality of Kecskemét is committed to the environmentally friendly transformation of public transport. The city has launched a number of developments that point in this direction. Content of this project (Section II): 1. A new bus station providing the operational service of new environmentally conscious local bus services will be established at Kecskemét hrsz. 8683/360 plot. Within the framework of this project, the infrastructural construction of the site will be realised (completion of its construction works, purchase of equipment necessary for the installation of the site). 2. Main road No 5 — Szent László krt — construction of a roundabout at the crossing of Georg Knorr street (The roundabout serves the access to the bus site) 3. Purchase and equipment of on-board units for a further 32 buses. (The development ensures a uniformly high level of information not only at stops but also on the entire fleet.) 4. In the framework of the project (Section I and Section II), the Municipality of Kecskemét has established the need for a very significant public transport zone in the Southern Industrial Area, which hosts industrial investments of major importance from a national economic point of view, in addition to the establishment of a zero emission zone served by a large number of hybrid buses in the city centre.
