The project represents the territorial implementation of priority 1 of the Environmental and Energy Efficiency Operational Programme in the context of the call for methodology, capacity development and awareness-raising related to the development of climate strategies. The Government Decision No 1318/2015 states the establishment of the annual development framework for the Environmental and Energy Efficiency Operational Programme for 2015, which, in its Annex 2, lists the present call as a priority project for Baranya County. The Baranya County Municipality has developed the professional content of the grant application in accordance with the requirements of the call. The primary objective of the project is the creation of the Baranya County Climate Strategy and the creation of the Baranya County Climate Change Platform. The strategy is formally presented as a stand-alone document and its professional content will be aligned with the methodology developed by the Association of Climate-friendly Municipalities. The platform is set up in the 8 months following the signature of the grant agreement and is an online platform and office where interested parties can be informed about the project’s or related events, new information on environmental protection, as well as innovative technologies that utilise renewable energy or have little impact on our environment. The organisation of related events is essential for the achievement and wide dissemination of the two primary objectives. Within the framework of the conferences we collect ideas and suggestions from the county’s socio-economic actors, and it is possible to formulate a more precise, practical strategy through their opinion. The workshops will provide information to the public and the business community, through which these groups will be involved in the project. We would like to raise awareness of the impact of climate change on the local climate and what households can do to reduce this negative process by means of awareness-raising actions for the population. The basic activity of Baranya County Municipality and their connection with the present grant application are explained in the underlying document. The procedural, representative rules and decision-making mechanisms that are relevant to implementation have been described. The grant application will be submitted for development, and our goals set out in the underlying document were best suited to the goals, principles and expectations set out in the Environmental and Energy Efficiency Operational Programme and the professional content set out in the Call. In the course of financial planning, we tried to act as cost-effectively as possible, to plan according to market prices and to reach as many people as possible through the planned activities. During the project, the Baranya County Municipality has a public procurement obligation, and the public procurement plan provides detailed information on public procurement activities. We tried to plan the milestones and the payment schedule realistically as required by the call. The financial and personnel conditions are available at the Baranya County Municipality Office and as the official body of Baranya County Municipality. Act CLXXXIX of 2011 on local governments in Hungary According to Section 41(2) of the Act, the body of representatives and its bodies are responsible for the performance of municipal tasks. The body of the representative body shall be the municipal office. The bodies and officials of Baranya County Municipality are assisted by the county municipal office. The participants in the implementation of the project have been presented and their responsibilities and powers will be explained during the project development. The risk analysis of the project has been completed, which can be found in the underlying document. The Baranya County Municipality does not have a Local Equal Opportunities Programme, as the law only assigns this task to the municipalities and does not require the preparation of a county-level document.
