Protection of the Starhegy bay

The Budapest III. district. The protection of the affected area and population of Csillaghegyi bay against flooding is currently ensured by the embankment of Aranyhegyi stream, the land filling along the Királyok-Nánás Road, the defense plant of Pentecost Bath and the embankment of the Barát stream. The length of the defensive section is close to 5 km. From this, the 1 729 m long land filling next to the Királyok-Nánási út is divided by 90 flood gates at a length of 3 100 m. The area concerned is approximately 70 hectares. The existing defense, located on the route of Nánás Road — Kings’ Road, is not suitable for the protection of the Starhegy bay. From the point of view of safety, the investment for flood protection in the Csillaghegyi bay is impracticable, and there is a significant public interest in its rapid implementation. The flood protection facilities of the design area, such as Nánási út — Királyok’s road, as well as the filling and estuary of Aranyhegyi stream and the Barát stream, do not meet the legal requirements. Furthermore, the record Danube flood wave, which was recorded in 2013, and the situation near the Havária at the Aranyhegyi stream and the Barát Creek estuary, made it clear that the safety of life and property of nearly one hundred thousand people in the planning area is an unbearable public interest. The primary objective of the protection of the Starhegy bay is the satisfactory protection of the 53,000 people from flood damage. To this end, the following tasks will be assigned as part of the investment: • Ensure the uniformity of existing flood protection phases; • The construction of the missing protection plants as required, at least to the extent of the legal requirements, thus reducing the risks included in the report on Hungary’s national disaster risk assessment methodology and its results; • Development of existing works of art; • Improving the drainage capacity of the beds taking into account ecological aspects; • Retain or even strengthen the coastal nature of land use; • Minimise the frequency of construction, installation and application, thereby reducing the costs of flood protection; • Maximise the aspects of nature conservation while maintaining safety priority; • Optimise the size of the protected area in such a way that uninterrupted conditions of multifunctional use can be created. Objectives and elements of project development: • Determination of the area of the Starhegy bay in the area delimited by OAS+ 1.30 m; • Hydrological work parts -the work part must be able to define the basic data for detailed design tasks covering the following parts of the task; • Spatial development parts — The planned development must be in line with the development objectives of the area, but the construction and development of the site to an appropriate level of flood safety is a priority; • Exploratory parts — During the development of the work part, the basic geodetic and soil mechanics data of the planning task shall be produced; • Flood protection parts — Design of flood protection works, flood protection development of Aranyhegyi stream, flood protection development of the Barát stream, planning of protection against high loads of Pünkösdfürdő protector, complex risk analysis, preparation of site management plans; • Phase: Preparation of decision preparatory material on the basis of proposals developed in flood protection work; • Preparation and public presentation of visual designs; • Preparation of a water-legal installation permit plan • wood protection plan, logging plan; • Establishing the conditions for the operation of the flood protection system; • Preparation of tender plans; • Obtaining a legally binding water installation permit; • Obtaining a final harvesting permit and additional permits to perform in conformity with the contract; • A detailed feasibility study; • Conduct a public procurement procedure for drawing up and selecting the contractor on the basis of the completed tender plans and licences.
