Central lab development

The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. Disaster management is an organisation of about 10,000 people, which, in addition to its direct rescue and damage control interventions, also performs fire prevention and regulatory tasks. Within the organisation there are a number of special areas of expertise, the technical support of which is essential for the performance of high-quality disaster management tasks. The central laboratory planned to be established is a centrally operated scientific, investigative and research organisational unit capable of providing direct assistance to those involved in the day-to-day tasks involved in supporting evidence to ensure the soundness of official procedures. It is also appropriate to carry out scientific work based on experience gained during damage events, the results of which have a bearing on prevention and intervention disaster management activities, legislative and regulatory work. In the framework of KEHOP, the central laboratory development will be carried out along 3 task groups to improve the operational efficiency of the Mobile Laboratory (KML) network: establishment of a large instrumental background analytical base, promotion of proficiency exercises and operational skills, development of sampling capabilities. The results are reflected in the following areas: public protection, stock protection, support for official and fire inspection work. The aim of the project is to provide laboratory support for increased technical rescue interventions as a result of climate change, which is suitable for reducing the harmful consequences of increasingly widespread cases in order to increase the safety of the population and the built environment. The objective is to develop a central (non-profit-making, state-operated) testing and research laboratory measuring environment and infrastructure that provides direct support and expert base for disaster management bodies, primarily the industrial safety and fire inspection area of the KML system. By developing the KML network’s sampling capability, it is able to operate it at the same level as technical and analytical requirements. It enables the examination and identification of samples collected by the KML network, provides competent support to the intervening staff, participants in official inspections and fire inspection activities. The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, with the involvement of external experts. The project involves 1 EU public procurement, 5 national and 7 procurements below the threshold.
