Design of fire barracks — Fehérgyarmat fire brigade

The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. Starting position: The negative impacts of climate change on our environment are becoming increasingly pronounced and creating new challenges for organisations involved in disaster management. Water damage poses a high risk, but it is also important to highlight the sudden local hazards caused by weather changes. Among the environmental impacts, events related to the development of temperature fluctuations and repetitive extreme conditions, as well as air movements, precipitation-related and independent negative effects endanger the safety of the population. The growing incidence of vegetation, forest and warp fires is also closely linked to climate change. Since it is not possible to completely prevent the emergence of root causes and consequences, disaster management should place the main emphasis on preparedness, operational and effective intervention readiness to effectively mitigate secondary damage. In order to effectively prevent certain danger or disaster situations and to protect life and material assets, the assessment of the actual vulnerability of the settlements and the categorisation of the settlements have been carried out in all settlements of Hungary. As a result of the survey, a higher level of protection needs to be substantially supported, therefore new barracks need to be built or transformed. The choice of new barracks was preceded by a thorough survey by professional organisations. When choosing a new place for barracks, account had to be taken of the development and change in the given region over several decades. In the transformed population, natural and industrial environments, the centres of gravity of the occurrence and risk of disasters have changed and, where appropriate, the barracks previously in the right place are in the wrong place from a migration point of view. It was necessary to find the optimal location for the new facility, which meets professional requirements. Objectives of the project: The development of a new fire brigade in accordance with professional requirements, modern, long-lasting, economically sustainable and capable of operation, in line with the cityscape. The aim of the project is to ensure a higher level of protection coverage of the area against the challenges described above by building the Fehérgyarmat Fire Protection Building. The building to be rebuilt was previously a branch, which did not have any operational area until 31 December 2012, i.e. it only performed official and administrative tasks, and did not carry out fire-fighting or technical rescue activities. This task was performed by the Professional Fire Department of Mátészalka in relation to the settlements of the branch office. The exit time was significantly more than 25 minutes. In connection with the strengthening of the protection tasks, the Fehérgyarmat Disaster Protection Guard was established on 1 January 2013 as a temporary measure, providing fire protection for 48000 people in 67 settlements, on an area of 1 062 km². The own analyses of disaster management, the national disaster risk analysis and the risk management report have also shown that only a new professional fire brigade can provide protection in the area. Climate change has also increased the risk of forest fires, floods and lightning floods in the region. The barracks of the disaster management station are the barracks of the former volunteer fire brigade, and under tight conditions it can accommodate up to 4 people. The disaster management office is located in a separate building next to it. The building is also overcrowded, the working area per employee is 2-3 m², and it is unable to cope with the increase in staff due to further increases in official tasks. Based on the above, it is advisable to place the Fehérgyarmat Disaster Protection Office and the Fehérgyarmat Professional Fire Department in one place in one property. The planned barracks provide an excellent way of migrating, because it will be located 100 m from a circular junction near the centre, right next to the Mayor’s office, which will help to move in several directions at the same time. The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, with the involvement of external experts.
