Design of fire barracks — Kecskemét fire brigade

The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. The BM OKF is a national law enforcement agency. Starting position: The negative impacts of climate change on our environment are becoming increasingly pronounced and creating new challenges for organisations involved in disaster management. Water damage poses a high risk, but it is also important to highlight the sudden local hazards caused by weather changes. Among the environmental impacts, events related to the development of temperature fluctuations and repetitive extreme conditions, as well as air movements, precipitation-related and independent negative effects endanger the safety of the population. The growing incidence of vegetation, forest and warp fires is also closely linked to climate change. Since it is not possible to completely prevent the emergence of root causes and consequences, disaster management should place the main emphasis on preparedness, operational and effective intervention readiness to effectively mitigate secondary damage. In order to effectively prevent certain hazards and disaster situations and to protect life and material assets, the assessment of the actual risk-based vulnerability of settlements and the categorisation of settlements into disaster management classes has been carried out in all settlements of Hungary. As a result of the survey, it was concluded that a higher level of protection should be substantially supported and that new barracks should therefore be built or adapted. In the planned facility, the Kecskemét Disaster Protection Centre and the Professional Firefighting Command are located. The buildings are constructed from a separate building section by dilatation, which, due to the specificity of the plot and taking into account the occupancy of the space, can be constructed in a fractional arrangement, with the condition that all fire-fighting vehicles are discharged perpendicular to the street front from the stations. In terms of location, the new barracks will allow a quicker and safer approach for migratory agents, as they can reach the city’s main roads easily (with fewer traffic barriers). The inner ring road of the city of Kecskemét is now heavily overloaded, so continuous congestion can be expected in this part of the city. When leaving the current (old) barracks, a traffic barrier is expected when the migrating stock is exited from the barracks, as the drugs turn on a short stretch of one lane, followed by a stop sign after a few meters. Active urban traffic is slow on this stretch, thanks to the speed limit and the stop sign. During events, you can only take a step, as there is no other “escape route” available to the fire department (one-way exit option). For the Kecskemét firefighters, the fact that the drugs stand behind each other in the stations is an additional difficulty, so vehicles often have to avoid each other in the yard of the barracks. In the new barracks, multi-directional exits will be a clear solution to possible disruptions and traffic jams. Project management and professional implementation: The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, with the involvement of external experts. The costs necessary for the long-term maintenance of the fire-fighting barracks are borne by the BM OKF from the state budget.
