Design of fire barracks — Pécs fire brigades

The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. The BM OKF is a national law enforcement agency. Starting position: The negative impacts of climate change on our environment are becoming increasingly pronounced and creating new challenges for organisations involved in disaster management. Water damage poses a high risk, but it is also important to highlight the sudden local hazards caused by weather changes. Among the environmental impacts, events related to the development of temperature fluctuations and repetitive extreme conditions, as well as air movements, precipitation-related and independent negative effects endanger the safety of the population. The growing incidence of vegetation, forest and warp fires is also closely linked to climate change. Since it is not possible to completely prevent the emergence of root causes and consequences, disaster management should place the main emphasis on preparedness, operational and effective intervention readiness to effectively mitigate secondary damage. In order to effectively prevent certain hazards and disaster situations and to protect life and material assets, the assessment of the actual risk-based vulnerability of settlements and the categorisation of settlements into disaster management classes has been carried out in all settlements of Hungary. As a result of the survey, it was concluded that a higher level of protection should be substantially supported and that new barracks should therefore be built or adapted. Objectives of the project: The development of a new fire brigade in accordance with professional requirements, modern, long-lasting, economically sustainable and capable of operation, in line with the cityscape. The technical state of the building hosting the Disaster Management Directorate in Baranya County, the Pécs Disaster Management Office and the Pécs Fire Department has deteriorated, which also affects the supporting structures. In connection with the renovation of the building, an exploratory study by a team of experts confirmed the previous assumptions that the load-bearing structure of the building is constantly damaged, which meant that the heavy equipment of the fire department had to be removed from the slab, which increases the time of exit, which also endangers human life and increases material damage. Corrosive alterations to the building’s supporting structure can only be slowed down by refurbishing the building at the same cost as the construction of a new building, thus ensuring the operation of the building for an additional period of about 30 years, but its demolition is expected to be irresponsible. The cost of the renovation would exceed the investment costs of a building that can be operated more economically, in addition to the inhabited state of the building and its continuous and uninterrupted operation. Based on the opinion of the expert group and the professional opinion of the fire department, it was decided that in order to improve quality, a new barrack would be demolished in the area next to the current building and the old barracks would be demolished to the lower floor floor. (In parallel to this project and in close connection with this project, a new fire-fighting barrack will be built in the south-western part of the city, the construction of which is the subject of a project funded under another Széchenyi 2020 programme.) The new firehouse in Pécs will be built next to the old building, which also hosts the county board. Project management and professional implementation: The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, with the involvement of external experts. The costs necessary for the long-term maintenance of the fire-fighting barracks are borne by the BM OKF from the state budget.
