The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. Starting position: The negative impacts of climate change on our environment are becoming increasingly pronounced and creating new challenges for organisations involved in disaster management. Water damage poses a high risk, but it is also important to highlight the sudden local hazards caused by weather changes. Among the environmental impacts, events related to the development of temperature fluctuations and repetitive extreme conditions, as well as air movements, precipitation-related and independent negative effects endanger the safety of the population. The growing incidence of vegetation, forest and warp fires is also closely linked to climate change. Since it is not possible to completely prevent the emergence of root causes and consequences, disaster management should focus on preparedness, operational and effective intervention readiness. In order to effectively prevent certain danger or disaster situations and to protect life and material assets, the assessment of the actual vulnerability of the settlements and the categorisation of the settlements have been carried out in all settlements of Hungary. As a result of the survey, a higher level of protection needs to be substantially supported, therefore new barracks need to be built or transformed. The choice of new barracks was preceded by a survey. When choosing a new place for barracks, account had to be taken of the development and change in the given region over several decades. In the transformed population, natural and industrial environments, the centres of gravity of the occurrence and risk of disasters have changed and, where appropriate, the barracks previously in the right place are in the wrong place from a migration point of view. It was necessary to find the optimal location for the new facility, which meets professional requirements. Objectives of the project: The development of a new fire brigade in accordance with professional requirements, modern, long-lasting, economically sustainable and capable of operation, in line with the cityscape. The aim of the project is to ensure a higher level of protection coverage of the area against the challenges described above by building the Kiskőrös Fire Protection Building. The aim of the investment is to build a building that is capable of ensuring the operation of a professional fire brigade in its final construction. The outsourced equipment and personnel will increase the fire safety of the catchment area by reducing exit times to vulnerable areas, taking into account the city’s urban structure and location. The current barracks are located in the city centre with the mayor’s office on a property in its courtyard. The entire property operates as a condominium, and the fire department buildings are registered in separate sub-lets. The property currently has 5 buildings, which perform several functions, of which the Fire Department uses the “househouse” building entirely independently, sharing the “storage” building with the Office, and the building of the “sery” is co-operated with ÖTE Kiskőrös. The building was not originally built as a firehouse in the early 1900s. The building is outdated both in terms of structure and mechanical and electrical systems. The accommodation conditions in the building do not ensure a reasonable level of operation. The sewages are located in a separate building from the residence building of the migratory population, and the migratory population is located on the upper floor of the main building, which extends the exit period and makes it dangerous to go down the stairs. The warehouse building offers the possibility to accommodate one less substance than necessary. Due to the scarcity of the space, the expansion of the building could only be expanded with a smaller size. The fire brigade located in the city centre is far from the industrial area. The increasingly droughted weather in the Great Plain often leads to vegetation fires. Based on experience, it is preferable to have a firehouse located close to but outside the city rather than in the city. The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, as well as with the involvement of external experts.
