The aim of the project is to create a special kibe. With the implementation of the project, the protection of critical infrastructure will go through quantitative and qualitative growth so that the asset pool will be able to carry out its task in line with the new challenges and increased volumes of tasks caused by climate change. Improving the effectiveness of interventions is of paramount importance for the protection of human lives, which cannot be quantified. The preservation of the natural environment is an objective to be achieved which would also be difficult to express in cash, since, in addition to the life of plants and animals protected from destruction, hazardous chemicals released into the atmosphere and soil could have negative effects not only in the immediate vicinity of the event, but also at a long distance from it. In particular, the negative effects on the environment resulting from problems caused by secondary effects. Examples are the use of alternative environmental pollution solutions, which may occur over several years or due to damage to the heating and energy system during the winter period. With the planned set of assets, we can achieve a high level of response and less intervention time during the management of incidents in critical infrastructure, so that the entire population of Hungary receives a higher level of disaster management. Horizontal objectives: Preventing adverse impacts of climate change, reducing and reducing the impact of substances dangerous to the environment and the general public, improving adaptability and responsiveness. Direction of intervention: Reducing the risk of natural disasters by increasing disaster resilience to improve disaster management systems. Direct and indirect specific objectives: • Configuration of kibes; • Laying the groundwork for adaptation to climate change, preventing natural disasters, mitigating the negative and secondary impact of the events that have occurred; • The prevention of projected natural disasters and unexpected and increasingly frequent civilisation disasters; • Establishing a higher-quality disaster management system; • The creation of mobile driving points to support the wide-ranging implementation of official controls; • Increase the speed, efficiency and expertise of disasters that may occur as a result of adverse effects and in emergency situations; Justification: In view of Hungary’s increased exposure to natural disasters involving climate change, solutions are required to enhance resilience to disasters, to help prevent and manage risks, to develop disaster management, management decision support and management support systems. Quantitative development: The main objective of the application is to develop new, modern and modern ones in line with the established development direction, building on existing practical experiences, in line with emerging needs and the needs of the age. Furthermore, the aim is to coordinate interventions and controls at local level and to manage events at local level, but to increase the organisation’s flexibility in handling any event, even more combined interventions or official controls can be carried out. The tools and solutions to be procured and incorporated are all for this purpose. Quality development: The development of a higher quality industrial security system can be achieved if the effectiveness of interventions and preventive action is achieved. Increasing the effectiveness of interventions ensures a rapid and professional response to the challenges posed by climate change, thereby reducing the magnitude of primary and secondary damage. By improving the quality of control and prevention activities, we can obtain a more accurate picture of the activities contributing to climate change, the extent of their environmental impact and their territorial distribution. All these benefits improve the level of preparation and, accordingly, the effectiveness of interventions. Objectives that can be achieved by kibe: With the introduction of the Kibe system, a single management decision support tool and system can be implemented to support the implementation of complex checks, and to support the preventive work of the authorities, as well as the rapid and efficient management of events. As a result of the improvements, the effectiveness of the disaster management institutional system can be increased, the most effective measures, direct information and the rapid implementation of the necessary measures can be achieved by modern means.
