The aim of the project is to develop the mobile laboratory capability supporting the disaster health intervention capacity of the Hungarian Defence Forces and to develop the related stacioner capabilities. (Project with national scope.) The laboratory should be able to diagnose environmental, industrial chemical and industrial radiation disaster victims, to carry out additional tests for emergency medical care, and to carry out sensitive core environmental health tests that cannot be provided by the instruments used for environmental measurements in order to support rapid and effective interventions. The implementation requires the development and further development of a state-of-the-art, well-equipped background lab to provide telemedinal support to the mobile unit with its modern instruments and appropriate IT connections. The tasks require a complex approach, targeted design of accommodation and infrastructural conditions, and instrumentation and equipment appropriate to the standard of the age. The essence of the complex approach is that the laboratory must be able to carry out basic tests in any disaster situation that determine the exact procedures for a particular disaster or accident. It can only meet the challenges of the situation with the ability to perform field measurements using the simplest methods, the simplest user-friendly tools, by informing the background lab of the results by telemedicinal procedure. Another basic task is to get the samples to the stationer lab as quickly as possible. The equipment used for this purpose is the rapid transport vehicle and the drones. The background lab should have a very rapid and disaster-wide capacity to provide an opportunity to take further action with its results. We do not currently have these mobile capabilities, the existing instruments and devices are not up-to-date, do not meet the tasks that we need to solve in disaster situations. The expected result of the projket is a mobile Clinical and environmental laboratory intervention capability, which allows it to start the investigation of chemical and radiological victims of environmental catastrophe and industrial accidents in case of large numbers of patients within 24 hours, and the operating team can quickly perform it. An IT connection with the stacioner background lab is planned so that it can provide online assistance in evaluating the results. All the details of the events taking place within the laboratory, the reports of the measurement processes of the instruments, the results and the telemedicina can be used to perform any basic radio-nuclear, biological, chemically damaged laboratory tests, if necessary, with the support of personalised treatment.
