Development of the response capacity of the Hungarian Defence Forces in connection with disaster management II.

The Hungarian Defence Forces are obliged by law to contribute to disaster management tasks. One of the natural disasters is the floods on our large rivers, which often occur and require the greatest co-operation and an extensive system of control tasks. The targeted development of the disaster intervention capabilities of the Hungarian Defence Forces in the framework of the call, in coordination with the organisations involved in the defence, supports the 5. the achievement of the results set out in the Thematic objective “Promoting adaptation to climate change, risk prevention and management”, the Partnership Agreement and thus the Environment and Energy Efficiency Operational Programme, shall contribute to the development of higher-quality disaster management activities to enhance the safety of persons and property of the population. With the development, the Hungarian Defence Force maintains its current, non-military and disaster management capabilities, expands their capacity and enriches new capabilities, thereby contributing to the development of the capabilities of the national disaster management system. The IT development of the management and management system improves the management of the intervening forces. As a result of the overall development, the intervention capacity of the HKR will be improved, new capabilities will be added, the disaster management coverage of the country by the Hungarian Defence Forces will be improved and these will all contribute to the development of a higher-quality disaster management activity in order to increase the safety of people and property. By implementing the project, the MH contributes indirectly to the target number of the population benefiting from the higher quality disaster management of the indicated indicators. The contribution can be clearly deduced, however, due to the national competence of the MH, it is not possible to determine the exact amount of the contribution for the indicator. As a result, a policy indicator has been defined for the project, with a quantified indirect contribution to the project indicator. Currently, the Hungarian Defence Forces (previous to the PEHOP 1.6.0 projects) have 39 different specialised teams with a total of 101 intervention teams within the framework of the National Defence Disaster Protection System. According to the figures of the policy indicator for this project, a total of 15 intervention teams will be affected by the project’s objective development, of which 12 existing groups will increase capacity and 3 new groups will be created. The applicant intends to achieve the above objectives by purchasing and refurbishing the following assets: • Procurement of projectors and mobile projection screens; • The purchase of universal, medium-sized earth-moving machinery; • Purchase of tracked bulldozer; • Purchase of land-moving equipment for loading; • Procurement of crane vehicles; • Purchase of container loading and transport vehicles; • Purchase of optical glide angle transmitter light sets; • Purchase of 30 Le Boat Engines; • Purchase of mobile inventories; • Purchase of inflatable boats with a plastic body mounted with motor; • Purchase of heated-coolable pneumatic tents; • Procurement of camp power source aggregators; • Acquisition of base vehicle for Havaria laboratory; • Refurbishment of BMK-130 tractor boats; • Purchase of toilet and bath containers; • Purchase of camp beds; — The aim of the project is therefore, through the planned development, which includes the acquisition of new equipment, stockpiling and the refurbishment of certain existing assets, by fulfilling the policy indicator, to contribute to the development of higher-quality disaster management activities in order to increase the safety of people and property.
