Rehabilitation of the former bombing shooting range in the Hortobágy National Park Phase II

Phase II of the project aims to restore the original image of the landscape surrounded by landscape wounds in the northern part of the target area of the former aerial bomber shooting range in the outskirts of Nádudvar, Nagyiván, Karcag, to remove the waste remaining from the use of the bomb space and to eliminate the entire bomb squad. In the context of landscape regeneration, our goal is to bury the wounds caused by projectiles impacted in the target area by spreading back the material from the funnels and using the land transported from internal material recovery sites. Following the full environmental and bombardment discharge, we intend to cultivate the areas currently taken by the State under the topographical number I and subsequently to use them as pasture. Following the demunition work carried out in Section I, the decomposition and removal of suspected explosive bodies and residues of explosive bodies found will be carried out as necessary in the area of 1 757.87 ha by the Hungarian Defence Forces I. Honvéd Fire Enserer and Warship Regiment. The verification of demunition tasks shall be carried out with the involvement of an expert. The transfer of the work areas shall be carried out following a magnetic map follow-up in the presence of an external expert. In Phase II of the project, the landworks are carried out in the northern part of the target area of the bombing range, and land-planning is carried out with the associated drying and lawn planting. The work to be carried out is as follows: dismantling artificial earthworks (33 pieces) and spreading the released earth into the bomb funnels. Burial of bomb funnels (2710 pieces, volume of bomb funnels: 104.837 m³). Total amount of land required for burial, landscaping and road construction of the bomb funnel: 121.039 m³. In view of the need to ensure the destruction of a large number of live explosives during the bombing discharge, additional bomb funnels were created at the bombing sites. Additional 11.974 m³ of earth material is required to bury them, based on the results of the design review. Number of wetlands to be built for material extraction (material salvage and bomb funnel opening): 2 pcs. Wetland area to be constructed (material recovery site and bomb funnel opening): 21.85 ha. The reconstruction of the road is 2 480 m. The size of the area affected by the rehabilitation (groundwork) is: 570.58 ha. For the after-care of the rehabilitated areas, grasslands may take place in the months of 2016 and 2017 — September, and may and August 2017 respectively, after the completion of the earthworks. For the entire duration of the earthworking, we consider it necessary to use a specialist fire control based on the experience of the munitions decontamination work. Based on the analysis of the completed magnetic maps, it is known that suspected explosive bodies occur below the test depth (-1.5 m), therefore earthworking requires special attention. During the earthwork, archaeological supervision is also required under the conditions laid down in the nature conservation permit. Tasks of technical inspectors and designers are performed in connection with earthworking. As part of the mandatory information tasks, we planned the preparation of aerial photo documentation for recording the status prior to the construction works and the conditions after the completion of the works. Following the full environmental and bombardment discharge, we intend to cultivate the areas rehabilitated and currently taken out by the State under heading I, and subsequently to use them as pasture. After the geodesy survey of the project area, we have to carry out a recycling and land conversion process and then a land registration procedure to be carried out. Recycling and land conversion procedures can only start at the target area (in the safety zones sooner) after the earthwork has been carried out, as the current state needs to be assessed. The reconstruction and landscape rehabilitation carried out in the framework of the project are essential for the traditional, now civil use of the site and for the management of nature conservation.
