The Municipality of Dabas decided to modernise the kindergartens owned and maintained. In the framework of this project, two kindergarten buildings — Dabas-Sári Rainbow Nursery and Dabas-Gyóni Mesevár Nursery — will be upgraded to energy. The occupancy rate of the kindergarten buildings will reach 75 % for the Rainbow nursery (75 places) by the end of the education year and 98 % in the Mesevár kindergarten (150 places). Our project is in line with the objectives of the call, meets and contributes to the objectives set out in point 1.1 and meets the technical and professional requirements set out in point 3.4.1.1. In the case of both buildings, external window replacement, facade thermal insulation and solar panel system are being built. Project preparation completed: the construction plans, certificates and calculations were completed, we carried out the public procurement procedure, we concluded the conditional contracts with the successful contractor. According to the contractor’s offer, the heat transmission factor of the planned external doors and windows is significantly more favourable than the current requirement: the recommended U value for windows and glazed doors is 0,83 W/m2K; the U value recommended for non-glazed doors is 0,89 W/m2K. During the external thermal insulation, Weber.therm facade thermal insulation system is used with system certification. In the design of the solar system, we aimed to ensure that the buildings can consume all electricity. In Rainbow kindergarten we plan to build a solar system of 10.0 kW and Mesevár kindergarten with a complete network of 15.0 kW. Change in the energy quality classification of buildings as a result of the investment: Rainbow kindergarten will change from FF to CC, Mesevár kindergarten will change from EE to CC. We have taken into account in the project design that the building-up and content of each milestone are logically structured. In their time schedule, we also took into account the possibility of any delays. When designing our development vision, we considered what real risk factors threaten the realisation of the development. We have considered it a significant risk factor if we do not receive support, as we cannot make such an investment on our own. From a technical and professional point of view, we considered the unsubstantiated nature of our project to be a weak risk, since the construction plans were completed, and as a result of the public procurement procedure we concluded a conditional contract with the successful contractor. The Municipality of Dabas is committed to increasing energy efficiency and reducing CO2 emissions. In the 2007-2013 cycle, several energy efficiency improvement projects were implemented: Kossuth Lajos Primary School to increase thermal insulation and complex renewable energy use; The energy development of Dr. Géza Halász’s Specialist Clinic; Energy development of Atrium Elderly Home; Energy development of Géza Gyóni Primary School In the framework of these projects thermal insulation, replacement of doors and windows, solar panel system and heating system with ground probe and heat pump were built. Since 1996 we have been continuously expanding the network of cycle paths within the city, and in 2016 we applied together with Újhartyán and Kakucc to support the construction of the cycle path connecting the settlements. It is also an opportunity to use environmentally friendly, sustainable modes of transport among the population and to further develop them. With these investments, we want to serve as an example for the population of the city and its visitors. During the planning process, as the target group for equal opportunities, the parents’ organisations of kindergartens were involved in the planning and, in case of support, we will involve them in the implementation. The municipality consistently complies with both environmental and equal opportunities legislation, we have environmental and equal opportunities staff and a local equality programme. When determining the amount of aid claimed, we took into account the criteria set out in point 5.3 of the call. As a result, the demand for support calculated on this basis is HUF 23 784 000 for Rainbow kindergarten, and HUF 38 182 000 for the Mesevár kindergarten, i.e. total: 61 966 000,-Ft. In both cases, the contractor’s contracts for planning and construction are higher than the calculated eligible grant. Total cost of the project: HUF 100 678 557. By decision No 129/2016 (VI.8) of the Municipality of Dabas, the Municipality of Dabas undertook to provide the difference from its own resources.
