a.) the aim of the project is to: Within priority No. 1 of the Territorial and Urban Development Operational Programme, the Municipality of Sárospatak intends to develop an industrial area as a greenfield investment in order to increase the competitiveness of the enterprises of the region and to increase the services provided to enterprises and to create new jobs in the framework of the call for proposals TOP 1.1.1-15. As set out in point 1.2 of the Area-specific Annex, point 1.2(B) shall: “The indicative allocation for the Tokaj-Hegyalja-Zemplén region is covered by the grant application. The available envelope is HUF 1 332 million. Alignment with the county’s regional development programme and relevant indicators: The overall goal of the county is to build on its industrial traditions, its potential labour supply, its excellent natural characteristics and resources in a sustainable manner, and to reap the benefits of its geographical location, so that the county’s competitiveness is strengthened by 2020 above the average of the counties. Among the objectives set out in the Integrated Territorial Programme of Borsod Abaúj Zemplén county, the development vision of the Municipality of Sárospatak is consistent with the following: — Improving economic competitiveness, creating jobs and stimulating innovation activities — Enhancing the economic performance and employment of Borsod-Abaúj-Zemplén County in the most competitive sectors in priority areas. Creation of infrastructure conditions (industrial parks, industrial areas, logistics centres) supporting the creation of new jobs. Investment promotion, marketing activities. The development envisaged by the Municipality of Sárospatak — the development of an industrial area and its basic infrastructure — serves the above strategic objective and is directly linked to the county’s Integrated Territorial Programme and Regional Development Programme. The city’s primary goal is to expand employment, both as a result of the increasing number of SMEs participating in the international division of labour due to its export performance or its supply links, as well as by the international companies that are established and the multiplier effect of the increase in income, as a result of the activities of companies producing or providing services primarily for the local market. In doing so, the municipality retains a well-trained secondary and tertiary workforce, which is the cornerstone of employment growth. Another important aspect is to increase the innovation performance of businesses established in the city, in particular the economic value created by enterprises in traditional manufacturing sectors. With the development and development of the industrial area, the size of the county’s industrial areas increases. The indicator number assigned to the priority in the county ITP is 159.96 hectares of developed/or newly established industrial area and industrial park. As part of this development, the investment covers almost 19.5 hectares of land. The link with county priorities and objectives was explained in detail in section 3.1 of the business plan. The ability of enterprises to create economic value has shown some improvement since the last decade, but since 2012 the economic strength of the settlement has stagnated and its gross value added is significantly lower than the average values of the district centres of the county of Borsod-Abaúj-Zemplén. A significant part of the city’s local tax revenue is business tax paid by businesses. Creating an attractive business environment is also important for the activities of existing and new businesses. In this context, the development of both physical, infrastructural and soft elements as other investment incentives is of paramount importance. The NGO Sárospataki Local Patriots Association and Innovo-Patak Kft. have been involved during the development of the development concept created by the management of the Municipality and the technical experts. These two partnership activities have been and are ongoing between the parties to ensure that the project is implemented smoothly and professionally. This is explained in detail in the business plan. The locality of Sárospatak is not only successful in the tourism and wine-growing sectors, but due to its location close to the Hungarian-Slovak and Hungarian-Ukrainian border and main road, it can join the camp of “municipalities” operating the industrial zone. This is also an important factor for the city, given that, in terms of local taxes, the city derives significant income from the business tax paid by businesses, and the tourist tax from the tourism sector is marginal. On the basis of the above, the town of Sárospatak should not be categorised only as a tourist destination, as the conditions and conditions for the creation of an industrial-economic production zone are in place. Location and location of the industrial area
