Project direct célja:Kazincbarcikán further infrastructural development of the Barcikai Industrial Park (BIP) 47 ha. There are currently 11 companies in BIP. The aim is to increase the number of businesses in the future and to offer them areas that are most in line with their needs. Overall objective of the project: Economic development based on internal resources to stimulate economic recovery and employment. The development area is classified as a commercial service provider or “other industrial area” and can be approached on road 26. Activities A)Development of industrial parks, science and technology parks logistics and innovation centres within the boundaries of basic infrastructure (in the case of existing parks with titles) (a) Building, conversion, renovation, extension, modernisation of basic infrastructure within the boundary of existing industrial parks (gas, water, sewerage, road, siding, car park, electrical wiring system, energy network, telecommunications and communication network, waste management facilities) and construction of a traffic area or investment in basic infrastructure outside the boundary in accordance with point 3.4 of the call. The project does not concern the development of a new industrial park, but envisages the exploitation of the development areas of the existing industrial park. This is primarily linked to the extension of the internal exploratory mission and the replacement of belt trenches. This is the only area owned by the municipality (currently 10 ha of public land is freely available for investment), which allows new businesses to be established. There is no brownfield area in municipal ownership in an industrial zone that is available for industrial development. In recent years, several companies have already been interested in the area because of the establishment of a new plant. Using the aid, one of the basic infrastructure of the area, the town “B” rainwater drainage, will be built safely in a paved bed and 200fm in a ground bed. As a result of the investment, it will be possible to make better use of the industrial area directly connected to the BIP. At present, the belt trench crosses the BIP area, so the area along the already existing exploratory journey cannot be effectively utilised according to the needs of the companies planning the settlement. This justifies the need for the investment. As a result of the development, around 4.5 ha industrial areas will be included in the 10 ha free development area that already holds the title of Industrial Park. It is necessary to extend the internal traffic path of the Industrial Park in a length of about 100 m in order to make the area more usable. Road development is carried out as a continuation of the existing road section, as a result of the investment the road section is provided with solid pavement. As a result of the construction of the road, it will be possible to build an independent connection point on road 26, thereby eliminating the dead end of the existing industrial park.It will also be possible to include new areas in the Industrial Park, thus increasing the flexibility of the use of industrial park areas, ensuring the settlement of large medium-sized enterprises.Investment aid for the development of local infrastructure for the construction of belts and road within the industrial park to be implemented as part of the project, because, on the basis of Section 98(1) of Government Decree No 255/2014, ‘this infrastructure contributes to the modernisation of the business and consumer environment and to the development of industrial bases at local level’. Furthermore, according to the relevant rules, investment aid for the development of local infrastructure is classified as all activities (design, permit procedure fee, real estate purchase and technical control) which can be activated for development, so they also include the aid category for the main development elements. Activities that cannot be activated for development (business plan, intersection, mandatory record, project management) are not classified as state aid according to the relevant regulations. The environmental and equal opportunities legislation applicable to the project will be complied with.Infrastructure development: we take into account and enforce the principles of universal design when planning transport connections. The investment includes several activities in synergy with each other (internal transport road, basic infrastructural development).Territorial aspects: The development contributes to the 1-6 goals of the county ITP: 1.Improving economic competitiveness, job creation and innovation activities, 2.Improving local society’s adaptability to labour market needs. The project contributes 29.39 % to the output indicator of the developed or newly established industrial areas and industrial parks. Compliance with the substantive assessment criteria is described in detail in the business plan.
