Improving access to the Barcikai Industrial Park

Direct objective of the project: In Kazincbarcika, the Barcikai Industrial Park (BIP) has a further infrastructure development of 47 ha. The BIP currently has 11 businesses. Objective,h is to increase the number of enterprises in the future and to recommend the areas most in line with the needs. Project’s overall objective:Economic development based on internal resources to stimulate economic recovery and employment. The development area is classified as ‘commercial service, economic area’, ‘Other industrial area’, which can be approached on route 26. (A)Development of industrial parks, science and technology parks, logistical and innovation centres (in the case of existing parks with titles). d)Renovation, development, reconstruction or reinforcement of roads or junctions that create or strengthen the availability of industrial parks, science and technology parks, logistics and technology parks. The project does not envisage the development of a new industrial park for the development of the existing industrial park. This primarily foresees the construction of two new roundabouts in order to improve the availability of BIP. The project can therefore be categorised as non-State aid and the following cumulative conditions are met:the infrastructure and the associated asset are not directly competitive, as e.g. replication is not economic (natural monopolies); private financing for infrastructure and associated assets is not typical, and the infrastructure and associated assets provide benefits to society as a whole. This is the sole area owned by the municipality, which allows new businesses to be established. There is no brownfield site available for industrial development in the self-owned industrial zone. Nearly all of the sites established at the age of 26 are operational. In the past several companies have been interested in the area because of the establishment of their new plant. The BIP can be approached on road 26, on which the average traffic was 6080 vehicle units on the basis of the traffic count of Magyar Közút Zrt. Road No 26 has an urban section of the southern part of the BIP, where the turnover is much higher due to the economic and commercial units in the area. Current traffic is driven either by a general intersection or a traffic light crossing towards the BIP, which often leads to traffic jams, congestion, making it difficult to enter and exit the economic area and causing traffic situations that are dangerous for accidents. This also entails slower traffic flow and thus significant local noise and air pollution. For faster and more targeted traffic, it is necessary to rebuild transport hubs that improve the availability of the Industrial Park.Circular traffic on road 26 will also take place at the junction of Attila Road and Budai N. Antal u, and ParkCenter and Rákóczi u..The construction of roundabouts will require utility changes, rebuilding of public lighting and the construction of a closed section rainwater drainage system. In public events related to development, in its communication, the need for support expresses a sense of opportunity: it doesn't convey segregation. For infrastructure developments: we take into account and enforce the principles of universal design when planning transport connections. During the preparation of the project, several businesses and the general public were consulted. The development takes place in a non-beneficiary region, not in an enterprise zone. Area-specific aspects:Development contributes to improving the competitiveness of the 1-6 goals of the county ITP alábbiakhoz:1.Gazdasági, promoting job creation and innovation activities 2.Improving the adaptability of local society to labour market needs 3.Improving the accessibility of labour market centres 6.Improving environmental status and environmental safety. The project contributes 29.39 % to the achievement of the output indicator of industrial parks in developed or newly established industrial areas. Compliance with the substantive assessment criteria is described in detail in the business plan.
