Kál settlement is located in Heves county, at the foot of the Mátra, on the northern edge of the Great Plain, in the valley of the Tarna River. The accessibility and road network of the large village is considered to be extremely good. It is a settlement connected to the international and national rail network. It is connected to the national road network with the M3 motorway, and a few kilometres from the village is the main road no. 3. The county seat is 25 km away, Budapest is 100 km away. The railway line Budapest-Hatvan-Miskolc and the side line Kál-Kápolna- Kisújszállás pass through the village. However, the infrastructural features of the settlement in which the project is to be implemented are good, but the potential of its favourable geographical location is still to be exploited. The main aim of the applicant municipality is to create an economic and cultural environment that attracts potential businesses, thereby increasing employment. As part of the project, the Municipality plans to create an industrial area, the basic aim of which is to create new jobs in the settlement and in the region and to contribute to the increase of employment and the development of infrastructure for the operational location of the established enterprises operating in the area, by making the operating conditions more favourable. The justification for the investment covered by the tender is that several conditions are met. On the one hand, the socio-economic situation of the region, which is one of the worst in the region and in Heves County, on the other hand, is the constant demand for the local government. The immediate proximity of the main road 3 and the M3 motorway and the settlement structure position of the economic area to be constructed makes the industrial area to be developed an ideal investment area. As a result of these conditions, a coherent economic area creates a good opportunity for the development of industrial space. In view of the technical and economic aspects, the concentrated designation of the economic area will lead to the cost-effective feasibility of utility infrastructure. As greenfield investments, the reduction of agricultural land and the protection of environmental elements must be addressed in the planning and implementation process. By designing the industrial area and by modifying the settlement plan, we can ensure the long-term sustainable development of the settlement. Development needs and planned developments have been identified in synergy with each other. We are also planning to create opportunities and appropriate infrastructure conditions for companies carrying out productive activities (see). Point 4.2). The construction of the basic infrastructure and the construction of the road to the industrial area will provide long-term opportunities for further businesses to settle. The fundamental problem for local entrepreneurs is that they do not have significant resources and influence to actively shape their business environment. By creating a new industrial area, the Municipality would also help the development of local businesses. Through development, it contributes to halting the process of breaking down the Füzesabony district, thereby ensuring the economic and social integration of the region and its growth through the creation of investments and jobs, as well as a means of reducing the disadvantaged position of the target area. In addition to the construction of utilities in the industrial area to be created, a hall will be built in the industrial area, as well as a road to reach the industrial area and bypass the centre of the settlement. (see Section 4.2 of the Business Plan) From an investor’s perspective, Kál and the greatest values of the industrial area to be developed are, on the one hand, the particularly favourable geographical location and, on the other hand, the free labour capacity of the region. On this basis, the following strategic objectives can be formulated. The direct aim of the project is the local economic development, its strategic goal is to provide the necessary local conditions and to develop the local business infrastructure and services necessary for local economic development in the region of Füzesabonyi. As part of the business infrastructure, a priority area is to create municipal infrastructure conditions for local care in the form of an industrial area, with a view to strengthening local entrepreneurs and increasing employment.
