Absorption framework: The indicative allocation for the Nyírség tourist ring, Satu Mare-Beregi culture, Nyíri Mezőség tourist axis, Rétköz tourist axis will be implemented in the coming years with an integrated development approach based on regional cooperation. The development of tourism networks can be found in several domestic development documents in the 2014-2020 programming period and is considered as a priority objective by the Territorial and Urban Development Operational Programme. The project entitled ‘Integrated development of the tourism offer of the region — development of heritage tourism and active tourism networks and product packages in Nyírség’ aims to create an independent tourism product package. Nyírség, as a tourist destination, can be considered the territoriality, and the wide-ranging cooperation is ensured by a consortium of 16 organisations, which creates the organisational condition for integrated destination development. The consortium included specifically those organisations that have the attractiveness and properties that are essential for the tourism product development of the destination. A total of 21 feasibility sites are being developed under the project. The project focuses on four areas: 1. The development of a heritage network presenting the cultural and natural values of Nyírség, and the integration of Nyírség’s untapped potential into the tourism system 2. Visitor-friendly development and revitalisation of the most important heritage sites, natural values, and the renovation of poor but valuable monuments. The visitor-friendly development of the already renewed attractiveness, i.e. the implementation of small-scale touristic developments, which serve to make some attractions more attractive 3. Implementation of improvements to service and service expansion of existing attractions, modernisation of conditions for tourist reception, reduction of service gaps related to attractiveness 4. Intensive promotion and positioning of the area on the market in order to stimulate tourist traffic. The development of attractiveness was designed to take into account the needs of the target group, and we carried out primary research to this end. The development clearly contributes to increasing the willingness of tourists to spend, as the region’s attractive offer is expanding and several settlements are connected to the tourist blood circulation. The aim of developing the integrated destination development is to enable efficient resource allocation, the cooperation of regional actors allows the creation of complex tourism products, thus smaller settlements with valuable attractiveness can also receive resources. The direct aim of the complex project to be presented is to explore, integrate and develop the built, cultural and natural values of Nyírség into a common tourism product, and to integrate the region’s active tourist potential in order to develop the complex attractiveness of the destination. The aim is to make the area more attractive to tourists, to increase the tourist offer and to facilitate networking of attractiveness in order to extend the period of stay. Nyírség has the capacity to develop a complex attraction network, which can be the basis for a competitive tourism supply development. The destination can generate more income by increasing the duration of the stay and the orientation of tourists arriving in the region, and the concentration of income is reduced, and within the destination more new settlements can be involved in the circulation of tourism. The long-term goal of the project is to implement regionally integrated developments, as a result of which the integration of the dominant settlements/tractors of the Nyírség destination with a smaller tourist potential is the foundation of a single thematic destination, which has an independent tourist profile and image. The aim of the project is to build on the important cultural and natural values of Nyírség, creating a heritage tourism network and developing its heritage values into attractiveness, as well as developing its active tourism services in the area of Nyírség destination. The short-term goal of the project is to improve the conditions of tourist reception in Nyírség destination, to modernise heritage interference and to improve the quality of active tourism services in order to expand the target group arriving in the destination. Tourism can be considered as a catalyst tool with economic, social, cultural and national political effects, the development of tourism does not appear as an objective, but as a tool for local economic development.
