The application for funding for the present project of Jászberény Municipality concerns the ‘Indicative allocation for all eligible persons in each county’ among the separate development objectives/resource allocations set out in point 1.2 of the Territory-specific Annex to the Call. — a) the objective of the project was to build 3 single nurseries with 6 rooms for education in one of the but empty areas of the city in the triangular area between Magyar and Vásárhelyi utca. After the construction of the crèche, the area is built with family houses. The crèche is divided into three main elements and the space between them. The west wing containing primarily the kitchen and service spaces, the north wing, which is the crew section, and the wing facing the south-east, encompassing the occupants and their service spaces. Among the three main floor elements are the central aula with overlighters and higher airspace. The building is approached from the west on the north-west corner, the arched central squirrel, and the individual destination units are connected to the aulaspace. The employers turn towards the courtyard with large open surfaces, and the terrace between the outside and the inside — like the porch — is a good place to use for most of the year. In the attic, in the north wing, there is a management office, a community hall and a locker-water block. In the attic of the west wing there are rooms with subordinate functions such as the boiler room or the archives. An important design aspect was to make the building a logical, simple, well-transparent basic formula. Individual masses, interiors, and lights create a hierarchy in which smaller communities — groups in adjacent employers — and larger communities — the whole nursery — are differentiated. The soft inner shapes, the little nozzles, or even huts, make the playful world of childhood richer. — b) the technical and technical content of the project, together with a description of the range of self-eligible and non-eligible activities selected. In view of the minimum construction costs set out in the Construction Standards Compendium and the maximum grant amount specified in this call, Jászberény Municipality wishes to declare in this application only the construction costs, which are eligible costs. All other costs necessary for the implementation and operation of the project will be provided by the Municipality. — C) Compliance with the conditions set out in point 3.2 of the call The following conditions are met in relation to the technical and professional content of the project set out in the proposal and the requirements for its implementation: compliance with environmental and equal opportunities legislation; in public events and communication related to development, we ensure a sense of opportunity; possible climate risk has been considered; the refurbishment of the building took into account the needs of women and men, the elderly, people with disabilities and children. Full accessibility is made during the investment. The project promoter has an equal opportunities programme and an equal opportunities plan. — D) Compliance with the conditions laid down in the contract notice’s substantive assessment criteria The following conditions are met: the investment is in line with the objectives of the TOP, the professional justification, demand and utilisation are well-founded, the feasibility of the development concept and the timing of the milestones are well established. The project has no climate risk. The need for support is mainly aimed at infrastructure development, we intend to implement the necessary equipment from other sources, as well as the possibilities for other ESF-type developments. The project promoter undertakes the mandatory dispersed asbestos removal (if necessary) and the investment will be carried out in the beneficiary municipality. The development concept is implemented in synergy with ESF programmes under TOP priority 5. Investment sustainability and equal opportunities are ensured. The investment is planned in a cost-effective manner, with a realistic and cost-effective budget. As applicants, we made a target commitment for relevant indicators. — e) in the case of standard procedure, qualification of the project by area-specific evaluation criteria The present investment of the area-specific assessment criteria is in line with the county spatial development programme. Due to the content of the TOP, the development of the county integrated programmes ensures both the direct strengthening of the economic growth of the various regions and the creation of the related regional and municipal infrastructure conditions.
