According to Act CLXXXIX of 2011 on local governments in Hungary, the county municipality performs spatial planning, rural development, spatial planning and coordination tasks. According to the Act, territorial development became one of the most important tasks of the counties (county municipalities), which was further strengthened by subsequent amendments to Act XXI of 1996 on territorial development and spatial planning (Tftv.). According to Section 11(1) of Act XXI of 1996 on spatial development and spatial planning, the county municipality’s spatial planning tasks include: — the development and adoption by decision of the county regional development concept and — the county regional development programme. When preparing the present aid application, we set two objectives. 1. Review and preparation of the Baranya County Strategy Papers (Regional Development Concept and Programme, Integrated Territorial Programme) required for the implementation of the Territorial Operational Programme for the 2021-27 programming period. Between 2012 and 2014, the Baranya County Municipality prepared the regional development concept of the county, followed by the regional development programme for the 2014-2020 period. Our goal is to revise and update the concept of territorial development up to 2030 and to develop a new territorial development programme for the period 2021-2027 by renewing the territorial development programme until 2020. The revision and update of the Baranya County Regional Development Concept in 218/2009. Government Decree (X. 6.) and the “Guidelines for County Municipalities, Capital and Priority Regional Development Councils for the 2021-2027 programming period and on the revision and modification of spatial development concepts” issued by the Ministry of Finance. The Baranya County Regional Development Programme (2021-27) was published on 218/2009. It will be prepared in accordance with the provisions of Government Decree (X. 6.) and the “Guide to the preparation of the regional development programme for county municipalities, the capital and priority regional development councils” issued by the Ministry of Finance. The project includes the preparation of the territorial (environmental, social and economic) impact assessment referred to in Section 9(1) of Government Decree No 218/2009. In accordance with the provisions of Government Decree No 11/2001. As part of the planning process, a partnership plan is drawn up, the implementation of which ensures the involvement of the relevant organisations and citizens and the conduct of the consultation processes. During the preparation of the documents, we will take into account the development projects carried out or being implemented in the years 2014-20 in Baranya County and the experience that can be drawn from them. 2. Start or carry out preparatory work for ERDF-type projects for which physical implementation is foreseen for the period 2021-2027 under the territorial operational programme. The Baranya County Municipality shall issue letters of cooperation with local authorities to prepare the necessary documents for the submission of applications for funding for calls under the Regional Operational Programme (VMOP) for the planning period 2021-27. The project-level documents included in the agreements will be ordered by the Baranya County Municipality, and the resulting material will be handed over free of charge, together with user rights, to the municipality concerned submitting a tender under the VMOP.
