Purpose: to extend the under-exploited area of local authority brownfield delimited by Egressy út,Lini I. square,Tardonai út,SPAR Store with community-purpose functions, or to provide a higher quality of recreational sport and cultural functions in the area, which contributes to the further development of the ITS 3.1 Recreational,sport, community activities.The area is part of the Kertváros-Herbolya action area, where the rehabilitation of the brownfield site has been named as a priority development.The intervention area: the area between the edge of the city centre and the sports yard.In this area there are the city market, coach station, commercial-service house with 10 companies,supermarket,ÉRV, and the under-exploited, degraded brownfield area, which is a mixed area according to the OTÉK.Its area is 32 180 m², from which under-exploited 20 124 m².The area is a completely degraded former office built in 1971, there is a printing building and industrial plant hall with an unorganised, neglected environment. There is no significant level of environmental pollution, therefore we do not plan with remediation tasks or costs. As a self-eligible activity, the complex rehabilitation of the usable open spaces of the brownfield area is completed as an environmentally friendly, family friendly rest park, a leisure area integrated into the existing green surface network of the city. It will be 19 500 m², while 150 trees will be planted for the purpose of countering the impact of the city climate and heat island.In the Community field, there will be a multifunctional outdoor sports field (football, basket, lollasball) and 1 extreme sports field (BMX,roller, skateboard/skateboard) for the purpose of useful leisure time. it can accommodate events of up to 1000 people (concerts, exhibitions, fairs, conferences, sports events) in an enclosed space, which is currently not guaranteed in the city.The public use of the building will be procured for mobile stage, chairs, tables, counters, parades, exhibition racks.The energy-efficient interior renovation of the community gym hall in the area is also eligible for support. to serve the needs of the population and amateur sports clubs at a higher standard and in more modern conditions. As an economical activity, a buffet-café is established in the event, which also serves passers-by.The hall aims to provide space for the organisation of crafts and local products market, clothing fairs, commercial exhibitions,extreme sports events.Optional activity: the construction of pedestrian and walking surfaces, street furniture, shelter walls to connect buildings, green surfaces, the revision of the green infrastructure development-maintenance action plan according to the methodological guide, transport investments serving both the newly developed community green surface, cultural and sport functions will be implemented in order to improve the accessibility of the area: road construction, round traffic, road building and refurbishment in order to increase the network, as of 57pcs of parking, the necessary utilities renovations, extensions to serve the new létesítményeket:csapadékcsatorna construction-renovation, wastewater/drinking water pipeline construction-renovation, construction of a high-current network, relocation of a trafóhouse, energy-saving public lighting.Obligated activity: accessibility of the ground floor of the gymnasium to be renovated, barrier-free event centre.All the modernisations we strive for energy efficiency, we ensure the public and partnership, and as a soft activity, organise events that strengthen the image of Kolorcity and local identity, promote local products through the organisation of fairs. With the planned development, a sustainable urban environment that is attractive to the population and businesses can be created, which significantly improves the overall environmental status of the city, contributes to the improvement of its population retention power,indirectly and directly to economic recovery, Kazincbarcika’s regional and economic central role has been strengthened. Partnership talks have been launched in the local manner, so that the results of the development are socio-economically useful, complex,the positive inclusion and the development of a well-founded development concept need to be co-operated with the population, businesses,civilians,sport clubs, cultural programme organisers and authorities. The implementation of the project has no direct impact on changing the proportion of the population with low status, the inclusion of 25 people in soft elements is planned.The budget has been budgeted cost-effectively, net unit costs are 3 090 HUF/m²,events.
