The basic aim of the project is to increase the quantity, quality and quality of the public and green areas of Kiskunfélegyháza City, and to improve the image of the town by contributing in a sustainable, environmentally-friendly and climate- and family-friendly way to actively spend the leisure time of families living in the city and visiting here, and to improve the accessibility of urban functions that determine their everyday life. The development greatly contributes to increasing the city’s economic recovery and population retention, which also supports the creation of a business-friendly environment and the promotion of economic activities by expanding and renovating green spaces. The city’s accepted ITS includes the action area of the present tender and defines the reconstruction of the main square, the infrastructure development and the improvement of the parking and traffic situation as a sub-urban goal. The content of the proposal is fully in line with all these objectives. The city centre is an administrative and recreational centre, the importance of which is emphasised by its functionality. In addition to the strong presence of commercial, institutional, community and transport functions, the tourism-recreation function is also prominent. All the properties affected by the development are owned by the municipality and according to the zoning plan, their classification corresponds to current and planned functions. Self-supported activities are the reconstruction of the green surface plant stock, the development of active urban recreational green areas, which includes several points of the action area, forming a kind of network. The development axis is given by Kossuth Street, which is connected to the Peace Square, Petőfi Square, Szalay Street Park, Gorkij Street Park — St. John Square, the Mártírok Street Park, Korond Street playground, Horváth u. — Dózsa u. park and Heroes’ Park. The sustainability is ensured by automatic irrigation equipment. The development of the urban market, where the replacement of the gates, the installation of the shading system, the organisation of rainwater drainage, the modernisation of interior lighting and the renovation of the dairy hall, is also an eligible activity. Non-eligible, self-sufficient activities are infrastructure developments. This includes refurbishing and developing the road surface to ensure the accessibility and interoperability of green surfaces, the construction of bicycle traffic facilities, improvements to improve public safety, the development of energy-saving public lighting, and the purchase of equipment necessary for the proper use of the area. In the framework of the “soft” elements, we planned environmental awareness-enhancing education, awareness-raising campaigns, actions, promotion of local products and public safety programmes. The mandatory publicity is in accordance with the guidelines and the normative budgets. Developments have no impact on the proportion of the low-status population in the action area. As there are no detailed technical plans yet, the costs have been calculated using generally accepted normatives in architecture. In a mandatory indicator, we committed somewhat higher than the expected value in proportion to resources. In the course of the development of green surfaces, priority will be given to planting plants that are well adapted to climatic, landscape and local conditions, which will be included in the contract with the designers. Development is in line with the priority of environmental management and adaptation to climate change in the county’s regional development programme. In relation to development, the relevant indicators are: Open spaces 40.000 m², including green areas 30.000 m², market area 2.926 m², IVS population 29.153 people. Kiskunfélegyháza is located in the beneficiary district in accordance with Government Decree No 290/2014 (XI.26) on the classification of the beneficiary districts. It belongs to the Homokhátság area delimited in the integrated territorial programme of Bács-Kiskun County. The planned project is an integral part of a well-designed urban development programme, which consists of several projects and serves the balanced development of each part of the city.
