Mátészalka urban rainwater system development phase I

Our application for support is described in Section 1.2 of the Area-Specific Annex to the Call. "Indicative financial envelope for county district centers". a) Aim of the project: The aim of the call is to implement the EU Strategy for Smart, Sustainable and Inclusive Growth and the “Hungary Partnership Agreement for the Development Period 2014–2020”. Adaptation to climate change, promotion of risk prevention and management in accordance with the EU Thematic Objective No. 5 described in the document reducing the risk of water damage, improving the quality of our surface waters, and preventing further environmental damage. In the case of developments, the aim is to drain rainwater and surface water falling into the inland area in an orderly and unharmed manner, to regulate inland watercourses and inland waterways, inland drainage systems and to protect the inland areas of settlements from the harmful effects of offshore water. When planning developments, it is important to implement water retention as much as possible by building reservoirs that are suitable for both protection against extreme floods and storm damage, as well as local water retention, supporting welfare and ecological uses, as long as they do not undermine the basic functions of reservoirs. . Within the framework of the measure, only the reconstruction and development of works for the protection of the inner area of settlements is possible in a manner that is in line with the objectives of the Regional and Settlement Development Operational Program (hereinafter: TOP). ” The planned project is closely related to the goal, as it aims to drain the rainfall in the inland area without damage in such a way as to improve the water management of the area through riverbed storage and secondary (by irrigation) dewatering. b) the technical and technical content of the project, presenting the range of selected independently eligible and non-independently eligible activities: 3.1.1. Activities that can be supported independently A) Development and reconstruction of a drainage network for the protection of inland areas, taking into account the objectives of rainwater management. (a) Renovation, conversion, installation (including equipment for the treatment of polluted stormwater) Construction, renovation and development of a stormwater drainage system with a separate system, including: construction of an open stormwater drainage system and an inland drainage network with riverbed design, restoration, reconstruction and restoration of structures, and construction of a closed stormwater drainage system only in justified cases (eg lack of space) with its presentation), renovation and, if necessary, construction of a drainage road. c) Construction of subsystems enabling the utilization / utilization of precipitation, which will reduce the load of rainwater in the integrated sewerage networks and the related wastewater treatment plants. (e.g., infiltration cell, temporary flooding areas, rainforest, permanent water cover areas, permeable solid pavements, infiltration gravel drains, runoff interruption, grass trenches). 3.1.2 Optional activities that cannot be supported independently b) Restoration of pavement, sidewalk, gate entrance, parking surface directly affected by the construction of the storm sewer network during the investment with the same type of pavement as before the investment (renovation of the entire pavement is possible only in justified cases) reconstruction, expansion c) Exclusion of pollution sources (installation of filter fields, contaminated rainwater treatment plants and sediment traps). e) Planting and restoration of vegetation in the area belonging to the facilities, including the shoreline according to the regulations (landscape and natural characteristics must be taken into account when selecting the species to be planted in the area under nature protection). f) Construction, reconstruction, renovation and reconstruction of crossing works, if justified. 3.1.3 Mandatory activities that cannot be supported on their own a) Mandatory information and publicity. b) An awareness-raising action to complement infrastructure interventions. The Local Government fulfills the obligatory activities. (c) the conditions set out in point 3.2 of the call are met: 1) At least one independently eligible activity is carried out during the development. 2) The project is in line with the territorial water management development strategy
