a) The aim of the project is to: The energy modernisation of the three public institutions of Kiskőrös City (“House of Combat Sports”, “Petőfi Memorial Museum” and “Petőfi Memorial House — Office”) aims to achieve the energy-saving and cost-effective operation of the buildings concerned. b) After carrying out the surveys, the most complex of the proposals for development was selected. The primary need to improve the thermal retention capacity of the building in the modernisation process is to make it more efficient by replacing the individual generating units. There is no climate risk for development, and this is confirmed by a statement. The buildings meet the functional requirements. There is no ineligible function in institutions. The project has not been started before, so it is understood that 75 % of the boundary surface has not yet been refurbished. The current state-of-the-art energy certificate has been completed together with the relevant calculations. The project will be implemented as a “complex investment” and the building energy screening is ongoing. Lighting intervention is not included in the project (3.2.3-13). Some of the buildings are located in a monumental environment, but the buildings themselves are not protected, the planned interventions and accessibility do not affect locally protected areas). The building does not contain scattered asbestos and meets the accessibility requirements on the basis of the attached document of the Rehabilitation Environmental Design Engineer (3.2.19-21). During the project, the mandatory information and publicity will be carried out by an external expert, and the developer will express a sense of opportunity in public events, communication and behaviour related to the development (3.2.22-23). The project plan summarising the development and its annexes are attached. A financial indicator for cost-effectiveness has been calculated (CBA analysis is not carried out due to the size of the project). In the budget, the technical inspection service and the final state energy certificate were planned and the project will reduce annual greenhouse gas emissions by 73,78 CO2/t based on the indicator calculation. The useful floor area of buildings exceeds the required minimum value of 50 nm. The project promoter undertakes the additional costs resulting from the change in the legislative environment (3.2.24-31). The project plan explains the relevance of the relevant activity (3.2.32 to 3.2.35) under the heading “Opportunity to build intelligent systems”. The cost of training on the proper use of the upgraded building will be included in the budget, will be carried out with an expert and method corresponding to the call (3.2.36-3.2.38). The SECAP document of Bács-Kiskun County has not yet been prepared, so no matching is presented. The parameters of the installed equipment are described in point 6.3 of the project plan. The renovation concerns more than 25 % of the boundaries, thus fulfilling the requirement of “major renovation” and the rules on domestic or EU funding. There’s no waterproofing on the building. The specified doors and windows were selected in accordance with the relevant Decree of the Minister for Transport. No solar system will be installed in the institutions in this project. Passive heat protection, ventilation system, heat pump system, connection to heat generator and lighting technology are not developed. The parameters of the heat generating plant to be installed comply with points 3.2.48-49 of the call according to the project plan 6.3. Guide d, whether compliance with points is not recorded due to a character limitation as evidenced by separate declarations submitted with missing information.
